- 95332419C0056 DCO TVS CIV Abidjan Transport Project (ATP) Design and Oversight Services Sole Source Notice The US Millennium Challenge Corporation (MCC) is a United States government-owned corporation created under Title VI of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2004 and is responsible for the stewardship of the Millennium Challenge Account (MCA).� MCC works with developing countries to promote sustainable economic growth to reduce poverty.� Eligible countries develop specific investment programs in furtherance of the goal of economic development to be funded by MCC over a five-year period and implemented by the country partner. The Compact with the Government of C�te D�Ivoire (GoCI), signed on 07 November 2017 will be implemented by the Millennium Challenge Account Cote d�Ivoire (MCA-CI). The Compact contains two projects: The Skills for Employability and Productivity Project and The Abidjan Transport Project. On 21 June 2019, MCC award a contract to EGIS International and CPCS (a joint venture) for the design and oversight of the Abidjan Transport Project (ATP) in the amount of $15,506,312.76. During the design phase, MCC and the joint venture learned of the need to modify the scope of the contract to address the design needs. These scope changes are estimated to be an additional $2.2 million and four additional months of work, including: Conduct a detailed, additional bridge inspection for Vridi; Assess proper placement and relocation of utilities along the Project route, including determining whether utilities should be moved underground in certain Project areas to avoid future damage to the project investments; Complete final designs, including an environmental and social impact statement and resettlement action plan for the additional (4) four hectares of truck parking and associated access roads on the port fill; and Carry out a modification (de?scoping) of the northern access roads on the port fill to avoid resettlement. In accordance with FAR 6.302-4, the need to procure these scope changes has been mandated via an international agreement, Implementation Letter, between US MCC and the Government of C�te d�Ivoire. The justification to invoke the sole source authority has been approved by the MCC Program Office Managing Director, OGC Assistant Legal Counsel, CGM Deputy Managing Director, and the Contracting Officer. MCC intends to negotiate on a sole source basis with EGIS International and CPCS (a joint venture) for the changes in scope bulleted above a through d. The purpose of this Sole Source Notice is to inform the public of our intent to satisfy the requirements per the FAR 5.101(a)(1) and 5.203(d). This is not a request for proposals and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide a compelling evidence that the MCC is improper in invoking the sole source authority for the abovementioned requirement as specified. A determination not to compete this proposed contractual action based upon responses received is solely within the discretion of the Government.
