- The Army Contracting Command-Rock Island intends to negotiate on a sole source basis with Howe & Howe Technologies pursuant to FAR 13.106-1(b) for services in support of Army Artificial Intelligence Integration Center�s (AI2C) program requiring the repairs and upgrades to Light Remote Combat Vehicles. This notice of intent is not a request for competitive quotes; however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office within three (3) days of this posting (May 4, 2021, no later than 12:00 Noon Central Time) . Any capability statement submitted in response to this notice of intent to sole source shall be no more than two (2) pages, single-spaced, using Arial 12-point font and shall include a statement which proves how the company is set up to complete the necessary repairs and updates on the Textron Grizzly platform to include ALL of the specific services and supplies listed in the description paragraph below. The Government will not accept marketing materials or company brochures and is not interested in a response that cannot meet all requirements described within this notice. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. A description of the required services are as follows: The AI2C has a requirement for robotic vehicle repairs and upgrades on the Textron Grizzly platform. These vehicles are required to complete the requiring activities� autonomous robotic platoon in support of program objectives. The vehicles are owned by the Army and were purposed as prototypes for the Small Multi-Equipment Transport (SMET) program. The vehicles were authorized to be repurposed for the AI2C objectives, but require repair and upgrades prior to utilization. The services include repairs to bring the vehicles back to operational use as well as upgrade components that will allow the vehicles to be used autonomously. The repairs will include replacing parts by swapping damaged equipment with salvageable parts from the same lot of vehicles as well as stock parts with the intention of refurbishing at least three (3) of the vehicles out of the four (4) that will be available. Although the Government intends to negate a sole source procurement, it is within the Government's right to determine the appropriate contractual approach. Any capability statement sent in response to this Intent notice does not constitute a solicitation or contract in any capacity.
