- Notice of Intent to Award under Limited Sources Special Notice Number: 36E77620Q0096 This notice of intent is not a request for competitive proposals IAW FAR 8.405-6(a)(1)(i)(B) Limiting Sources. A determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Veteran Affairs, Program Contracting Activity Central (PCAC) intends to award on a sole source basis, IAW FAR 6.302-1, Public Law (PL) 109-461, and 38 U.S.C. 8127 Veterans First benefits program a contract to EMP2, Inc. 1950 Keene Rd Bldg. E, Richland, WA 99352 as a responsible and authorized Service Disabled Veteran Owned Small Business (SDVOSB) source to provide the above-mentioned equipment. The authority issued by Public Law (PL) 109-461 requires VA to increase contracting and subcontracting opportunities for SDVOSBs and VOSBs. The applicable NAICS Code is 541330 and the size standard is $15 Million. Interested persons may identify their interest and/or capability by responding to this notice. This notice of intent is not a request for quotation or a solicitation of offers, and there is no solicitation available. However, all responses received by 4:00pm EST 5/04/2021 will be considered by the Government. A determination by the Government not to compete this requirement upon receipt of responses to this notice is solely within the discretion of the Government. DESCRIPTION OF REQUIREMENT: This requirement is to obtain Technical, Analytical, and Strategic Support for VA alternatively Financed Energy projects as required to aid the Veterans Integrated Service Network (VISN) Energy Manager s during the acquisition process for the Department of Veterans Affairs (VA) within a VISN, as identified by VA to ensure proactive consideration of the activities necessary for a successful and timely project completion. The purpose of the Project Facilitator is to provide assistance for VA Alternatively Financed Energy projects as required to aid the VISN Energy Manager during the acquisition process and to review annual Measurement and Verification (M&V) reports. This will allow for consistent development of project planning for energy savings projects and to assist in completing checklists and guides for activities that must be considered in any project. The main thrust for the Project Facilitator is to insure proactive consideration of the activities necessary for a successful and timely project completion. Only U.S. Department of Energy (DOE) approved project facilitators may work on VA ESPC Contracts. Federal Agencies are required to conduct energy assessments of their covered facilities. This energy assessment shall comply with all applicable requirements of Federal law, regulations, and executive orders, including but not limited to the National Energy Conservation Policy Act Fully Amended; Energy Independence and Security Act of 2007; Energy Policy Act of 2005; Executive Order 13514: Federal leadership in Environmental, Energy, and Economic Performance; Executive Order 13423: Strengthening Federal Environmental, Energy and Transportation Management and Implementing Instructions; National Energy Conservation Act fully amended VA self-established requirements and agreements with other federal Departments, industry; and organizations with state, local or territorial laws and regulations properly applicable to federal entities.
