- THIS IS A PRE-SOLICITATION NOTICE ONLY. The National Park Service (NPS), Great Smoky Mountains National Park, The contractor shall provide all base course stone and asphalt materials required to construct paved trail. The contractor shall also provide all equipment required to place and compact the base course stone and asphalt materials in accordance with the Tennessee Department of Transportation Specifications. Location of project: John Oliver Cabin is located on the inbound leg of the Cades Cove Loop Road, at the junction with Sparks Lane Cades Cove is located in the westerly portion of the Great Smoky Mountains National Park, and is accessed from the Park entrance located just outside of Townsend, Tennessee. This proposed acquisition will be 100% small business set-aside procurement. The NAICS code is 237310 Highway, Street, and Bridge Construction, Size standards in millions of dollars $39.5. 36.204 Disclosure of the magnitude of construction projects: $ 75,000 - $ 125,000. The solicitation, plans, and specifications are expected to be posted on or about May 14, 2021 (this is a target date which may slip or change; if the solicitation is not posted on Federal Business Opportunities by May 17, 2021 that is because the solicitation is not available for posting). The solicitation will be available for a minimum of thirty (30) calendar days once posted. This is a Presolicitation Notice. The Solicitation will include information on how to obtain specifications. All responsible sources may submit a proposal to be considered by the Agency posted to the Federal Business Opportunities (FBO) website at https://www.beta.sam.gov. The contracting office will not provide hardcopies or email copies of the solicitation. All interested offers MUST have an active vendor record in SAM.gov, be a small business under the identified NAICS code and NOT have any exclusion such as a delinquent federal debt or debarment. SYSTEM FOR AWARD MANAGEMENT (SAM): Federal Acquisition Regulations require that federal contractors register in the System for Award Management (SAM) database at https://www.sam.gov and enter all mandatory information into the system. Award cannot be made until the contractor has registered. Interested offerors are encouraged to ensure that they are registered in SAM prior to submitting their quote. THESE REGISTRATIONS WILL BE COMPLETED BEFORE TIME OF AWARD. NOTE: No additional information is available until the solicitation is released.
