- Synopsis- Notice of Intent to Sole Source The purpose of this synopsis is to announce the Department of Veterans Affairs, Technology Acquisition Center intent to negotiate a Firm Fixed Price sole source contract with University of Central Florida (UCF) Institute for Simulation & Training (IST), 4000 Central Florida Blvd, Orlando, FL 32816 for the delivery of Personal Protective Equipment (PPE) Powered Air Purifying Respirator (PAPR) & N95 Donning and Doffing Web/iOS Application web content for the Veterans Health Administration (VHA) Employee Education System (EES) eLearning Gaming Office. The Government intends to negotiate solely with UCF IST per FAR 13.501, entitled Special Documentation Requirements . In 2016, the PPE app was designed, developed, tested, and delivered to help Healthcare participants reinforce the proper learned steps for donning and doffing of PPE gear to prevent the spread of highly contagious diseases. Only the University of Central Florida (UCF) Institute for Simulation & Training (IST) can provide these services as the PPE platform is owned by UCF IST and contains proprietary information within the cloud hosted platform. The cloud hosted platform owned by UCF IST provides for the data collection elements directly from the PPE application. Elements include the number of times the application was access by either a PC or an iOS and Android device. Though the gaming simulation is VHA financed and owned, the platform is a commercial product which the simulation is built upon and any modifications required to the computing environment requires access to source code and configurations that are proprietary to UCF IST. The NAICS code for this acquisition is 611710, with a size standard of $16.5 million. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is NOT a request for competitive quotations. However, responses received by 05/10/2021 3:00 PM Eastern Time will be considered.
