Description
This is a Sources Sought Notice (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although ""proposal,"" ""offeror,"" contractor, and ""offeror"" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as ""proprietary"" or ""confidential,"" intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office in Albany, NY for the purpose of collecting information about Psychiatric Unit Access Control. The VA is seeking to provide for this requirement as of June 28, 2021. The NAICS code identified for this requirement is 561621 Security Systems Services (except Locksmiths). The requirement is detailed in the Statement of Work section of this document. (e) Cursory market research has identified several small businesses that may be able to provide for this requirement. Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Mariangie Rivera at Mariangie.Rivera@va.gov. - Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. If contractor is a Service-Disabled Veteran Owned Small Business (SDVOSB), a Veteran Owned Small Business ((VOSB), or any other special category of contractors, then contractor is responsible for providing documentation in support of this. This information will be used to determine the viability of a set aside for this requirement. - Contractors shall also identify any Federal Supply Schedules that may carry the desired services. - Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP. - Contractors shall include any relevant comments about the Attachment(s) if applicable. PERFORMANCE WORK STATEMENT GENERAL INFORMATION Title of Project: Physical Security Upgrade (Access Control for Inpatient Psychiatric Units) Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. The following work will be performed in order to upgrade and provide access control to the two (2) psychiatric inpatient units (#21 and #22) and its shared sallyport at the VAMC, Northport, NY, 11768. Background: VA Handbook 0730/4, Appendix B, dated March 29, 2013, recommends/requires these types of physical security measures at VA facilities. Contract Requirements: Secure Hallway Entrance Door, Unit #21 Door & Unit #22 Door with MagLock and Electric Strike. Sallyport Interlock will secure all three (3) doors. Only one (1) of the three (3) doors will be permitted to open at one time. When one (1) door is open, the other two (2) doors will not be permitted to open. Doors will be secured from both sides of the door, at all times. Access KeySwitch on each side of all three (3) doors. (6 Total) To gain access through any door from either side, staff may use the Access KeySwitch to ""UNLOCK"" the door for a momentary delay (adjustable). Door will re-secure once delay expires. Staff will no longer use keyed hardware in the door latch sets. Access KeySwitches will Illuminate LEDs to indicate if access is permissible. Red and Green LEDs will match existing LED indicators color scheme. Override KeySwitch on each side of all three (3) doors. (6 Total) Override KeySwitches will have RED cover plates and be mounted adjacent to the Access KeySwitches Any Override KeySwitch will release (unlock) all three (3) doors simultaneously and continuously until manually reset. Disable KeySwitch will disengage the two (2) unit doors to allow both doors to be open at the same time. Hallway door will be secured but may be opened by key. There will be No audible alarm when doors are in override mode. There will be control to the sallyport door from Unit Nurse Stations. Wire mold and surface boxes will be used, as needed. Fire Alarm will disable system and doors may be opened manually by door latch set by key. It should be noted that this contract does not involve access to VA sensitive information and does not involve access and/or connection to the VA information system. Performance Period: The contractor shall commence work within forty-five (45) days following the contract award. Type of Contract: Firm-Fixed-Price. Place of Performance: VA Medical Center, 79 Middleville Road, Northport, NY 11768 Report to: Building 200, 2nd floor outside of Units 21 and 22.
