INTERESTED PARTIES MUST REQUEST AUTOSTANDARDS ACCOUNTS BY�MAY 21, 2021, IN ACCORDANCE WITH THE INSTRUCTIONS PROVIDED BELOW** The General Services Administration�s (GSA) Light Vehicle Acquisition Support Branch invites firms interested in submitting offers under the Government�s upcoming solicitation for 2022 Transit Buses to participate in the 2022 Federal Vehicles Standards process beginning May 13, 2021.� This process, conducted via GSA�s AutoStandards web application, assists GSA�s Vehicle Buying program to refine the Government�s technical requirements for these transit buses. Vehicle types being sought by the Government for the Transit Bus program include: Medium/Heavy Transit Buses: 40� 34 PAX Diesel,� 40� 34 PAX CNG,� 40� 34 PAX Diesel-Hybrid,� 40� 39 PAX Battery Electric, and� 60� 46 PAX Battery Electric All potential models must first be created and technical data provided to GSA during the AutoStandards process.� Due to Systems limitations, there will not be an opportunity to submit alternative models after the release of the solicitation. Prospective offerors may choose to submit proposals under any model created during the AutoStandards process before the solicitation is issued, but all prospective offerors will be limited to these models based on the technical data submitted and refined during AutoStandards.� AutoBid is GSA�s price proposal submission system offerors will use to submit price proposals. Once the final solicitation is released, offerors will submit pricing information in AutoBid on only the models pre-established during AutoStandards. Additional information will be provided during the Pre-Solicitation Conference. The General Services Administration is the mandatory source for non-tactical vehicles purchased in the United States under the Federal Property Management Regulation (FPMR) 101-26.501. GSA's Vehicle Purchasing Division purchases an estimated 50,000 new model year non-tactical vehicles for Federal Executive Agencies and the Department of Defense annually, about 500 of these are for buses (a handful of which are transit buses). All GSA vehicle purchases are governed by program specific Federal Vehicle Standards, which are assimilated by GSA Engineering personnel prior to solicitation publication. The AutoStandards process engages interested parties to provide technical data for vehicles to be potentially offered to the Government in response to these forthcoming solicitations and to assist in development of the Federal Vehicles Standards for the current model year and specific program. As noted above, all prospective models must be established during the AutoStandards process in order to be included in AutoBid once the final solicitation is released.�Please note, GSA is NOT requesting pricing at this time. GSA is currently only in the requirements refinement phase of the acquisition. Interested parties must complete the following steps prior to May 21, 2021, in order to participate: 1) Interested parties are required to request an AutoStandards account from May 13, 2021 but no later than May 21, 2021. A user name and password is obtained by submitting the attached �Request for AutoStandards Account� document, complete with all necessary information, to automotiveedi.partnerships@gsa.gov. GSA intends to open AutoStandards on Thursday May 13, 2021, and close it for vendor technical data submission on Friday, June 4, 2021. 2) Interested parties must submit all models for consideration to John Hampson, GSA Vehicle Engineer Branch Chief, at john.hampson@gsa.gov by May 21, 2021. Please see the attached proposed Purchase Descriptions as a starting point to identify any exceptions with your firm�s submission. GSA will hold a virtual Pre-Solicitation Conference on Thursday, May 13, 2021, from 11:00am-1:00pm EDT to review these instructions as well as an AutoStandards tutorial.
