- THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United Stated Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis, IAW FAR 13.5, with Adaptive Biotechnologies Corporation, 1551 Eastlake Ave E, Suite 200, Seattle, WA 98102. �Adaptive Biotechnologies is the only vendor capable of providing the necessary ImmunoSEQ and Qiagen kits. The ImmunoSEQ provides gDNA templates as starting material to quantify T cell clone uniquely, this technology is more accurate than other RNA templates provided by other companies. Adaptive Biotechnologies provides a software and online database to analyze the TCR sequencing data. To maintain the quality control of sample preparation for PCR reactions, Adaptive Technologies will provide the Qiagen multiplex PCR plus kits for amplification during sequencing. This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2020-06 are incorporated. Walter Reed Army Institute of Research (WRAIR) intends to procure a firm-fixed-price contract with Adaptive Biotechnologies. This particular vendor is the most suitable for this procurement as only they can provide both the ImmunoSEQ and Qiagen kits for pre-determined quality checked batches. This will be a one-time delivery to assist in completing a military project at MRSB. The intended procurement will be classified under North American Industry Classification System (NAICS) 541714 with a Small Business Size Standard of 1000 employees. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Late responses will not be reviewed.
