Description
REQUEST FOR INFORMATION / SOURCES SOUGHT INQUIRY The Department of Veterans Affairs Network Contracting Office (NCO) 19, Rocky Mountain Acquisition Center (RMAC) is seeking information and sources that can provide (1) diener (autopsy assistance) service and (2) human tissue pick-up and disposal for Laboratory Service at the Rocky Mountain Regional VA Medical Center in Aurora, Colorado. The NAICS code is 621511 Medical Laboratories and Small Business Size Standard is $35 million. ADDITIONAL INFORMATION (Note this is a draft): Autopsy Assistance: Service shall consist of providing diener service to assist at postmortem examinations. Contractor shall have at least 10 years of experience in autopsy assistance, expertise in handling Creutzfeldt-Jakob Disease (CJD) cases and removing infected brain material in accordance with current federal standards for safety. The Contractor shall remove organs and organ blocks from the body cavity intact and in a manner that preserves their structural accuracy when possible. He/she shall accurately identify, weigh, and measure the length of each body and assist the pathologist or pathology resident. The Contractor must have expertise in suturing and brain removal so as to allow the body to remain virtually intact and without significant visual defects for viewing. The Contractor shall perform cleaning and disinfecting procedures to include the following: Body is to be thoroughly cleaned and prepared for the mortuary, Instruments are to be cleaned and disinfected per ECHCS policies, Autopsy table, cutting boards, scale and all related work areas including floors shall be cleaned. All laundry will be placed in bags furnished by the hospital. All trash is to be disposed of in biohazard containers. All functions shall be performed in accordance with ECHCS infection control policies and OSHA (www.osha.gov) guidelines for handling biohazards and chemicals. The Contractor shall respond by telephone to calls within 30 minutes of receiving a page. All diener work shall be performed by technicians with documented competence and experience. All service shall be performed Monday-Sunday, 8:00 6:00 PM along with federal holidays. Human Tissue Pick-up and Disposal: Service shall include providing tissue pick-up and disposal in accordance with Colorado Department of Health Solid Waste Regulations (www.cdphe.state.co.us), EPA regulations (www.epa.gov) and DOT regulatory requirements (www.dot.gov) at an approved EPA incinerator. Scheduling of pick-ups shall be coordinated with Anatomic Pathology Supervisor or designated representative for the Laboratory Service. Manifests and invoices showing pickup to disposal must be provided to the COR. Laboratory Service will supply biohazard bags and the Contractor shall furnish the boxes/containers for disposal. All excess formalin will be poured off the tissue prior to pick-up and weighing. The contractor must have expertise and knowledge of formalin/formaldehyde procedures, including personal protective equipment applicable, and monitoring requirements. He/she must be able to wear full respiratory protection. Tissue pickup may be subcontracted. If this service is subcontracted, the information required for the evaluation of the solicitation must be provided by the subcontractor. The government reserves the right to approve or disapprove of any subcontractor. Upon arrival and departure for completion of any service and for certification purposes, the Contractor shall notify the COR, or designee, via invoice submission to Tungsten. The Contractor will have the disposal service respond on-site to pick up calls within four (4) hours after receiving the request for service. All disposal work shall be performed by technicians with documented competence and experience. All pick-up and disposal service shall be performed during normal business hours: 8:00 AM - 4:30 PM, Monday - Friday, excluding all federal holidays. The information submitted shall contain the company s business size status. This is a request for information and sources only, which may or may not lead to a future solicitation! This is not a solicitation. The VA will not pay for any information received resulting from this sources sought notice. Requests for copies of a solicitation shall not be honored or acknowledged.
