Page 3 of 3 SOURCES SOUGHT: The Department of Veterans Affairs, VISN 6 Network Contracting Office (NCO) is conducting Market Research, on behalf of Fayetteville VAMC, through this sources sought to help determine the availability of qualified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB) and Small Businesses (SB), registered under NAICS code 511210, capable of supplying: Statement of Work 1. Introduction Fayetteville NC VA Medical Center is seeking to purchase this product because it would be more cost effective than using existing staff to provide equivalent services. Using a private sector company to provide this product is not only more cost effective, but the guidance is designed to meet the variety of Manager/Supervisors needs more efficiently than what could be provided if the services were offered in-house. 2. Scope The Fayetteville NC VA Medical Center seeks to procure product brand name equal to Manager Advantage by CyberFeds (Brand Name of Equal) an innovative, online HR-to-manager tool that matches agency policies and preferences with OPM competencies. The period of performance is a one year subscription for this product. The Manager Advantage by CyberFeds (Brand Name of Equal), database subscription enables the 300 Manager/Supervisors to conduct critical research, breaks down the complexities of federal civil service law to provide Manager/Supervisors with practical authoritative guidance in easy-to-understand terms while also providing essential tools for developing necessary leadership and managerial skills all in one definitive source. This subscription will provide the Fayetteville NC VA Medical Center s 300 Managers/ Supervisors with critical and timely information about changes in and interpretations of Federal Law which will be critical to implementations and changes of policy within the Fayetteville NC VA Medical Center Healthcare System which will: Build Professional Capacity. Aids in disseminating effective and consistent guidance to Manager/ Supervisors. Equips Manager/Supervisors with a definitive go to source for quick answers to managerial situations. Provides Manager/Supervisors the best practices and proven strategies for handling common workplace challenges. Reduces costly litigation as Manager/Supervisors timely and appropriately respond to pressing employee issues. Strengthens in-house managerial training. Aligns with VA agency policies through customization feature. 3. Applicable VA Directives USC, Title 5 Code of Federal Regulations, Titles 5 & 29 & 38 Mandates, initiatives and guidance from the Office of Personnel Management. 4. Performance Requirements Contracted Internet support and Software services would include the following: The contractor shall accept Manager/Supervisors toll-free telephone calls Monday through Friday, during the contractor s normal business hours for the duration of the contracted period. 5. Salient Characteristics Manager Advantage or Brand Name or Equal shall include an in-depth overview and how to guidance with timely and essential guidance and tips to avoid costly agency mistakes of the major categories listed below: Conflict Resolution & Hearings Discrimination, Harassment & Retaliation Hiring & Retention Labor- Management Relations Leadership: Advanced Skills Leadership: Core Skills Leave & Attendance Manager Conduct Misconduct & Discipline Pay & Benefits Performance Management Workers Compensation Scenario-based videos Shall simulate real management situations and provide clear guidance on how managers can effectively address the problems at hand-especially effective for visual learners. Test Your Knowledge Assessments Shall provide a self-checking point for managers to determine if users have mastered specific management skills. Customization Capabilities Shall be customizable and provide ability to add and delete content and perform uploads. Glossary Aids in capacity-building, provides additional guidance and helps managers use the correct terminology in reports and documentation. Action Steps Shall help managers carry out difficult or complicated compliance or leadership responsibilities by providing detailed, step by step guidance. Resources Shall house samples of appropriate letters, proposals, notices and actions. All documents are fully customizable by VA HR staff and enhanced with VA documents. Shall provide VA s 300 Manager/Supervisors unlimited access, 24 hours per day, 365 days per year. In addition, Manager Advantage (Brand Name or Equal) subscription must include FREE unlimited phone training and research assistance If the contractor can provide the above items, the contractor shall provide a letter from the manufacturer stating they are an authorized distributor/licenser of their products. Failure to submit an authorized distributor letter shall result in the product(s) potentially offered to be considered grey market and shall not be considered technically acceptable. All respondents shall submit capability statements signifying that they meet the above-mentioned specifications. The capability statements received from this market research survey are for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research survey. The Government will not assume any costs incurred by the contractor in the preparation of responses.
