- INTENT TO SOLE SOURCE: The VA Pittsburgh Healthcare System intends to negotiate on a sole source basis with SR Research Ltd, located at 35 Beaufort Drive, Ottawa ON K2LB9 (Canada) for research equipment, the EyeLink 1000 Plus Core Unit, High-speed camera, Host PC Monitor, Cabling, 24 month warranty and other components. This action will support the Department of Veterans Affairs Rehabilitation Research and Development Technology Transfer Program located at 6425 Penn Avenue, Suite 400 @ Bakery Square 1.0, Pittsburgh, PA 15206 This requirement is to acquire The EyeLink 1000 Plus with Tower and Desktop Mounts and Stimulus presentation hardware which offers several distinguishing performance features that are not present on any other eye tracker on the market. EQUIPMENT REQUESTED: EyeLink 1000 Plus Core Unit, High-speed camera, Host PC/Monitor, Cabling, 24 Month Warranty, Perpetual Technical Support; Host PC Model: 7050 Regional PC Power Cord: North American EyeLink 1000 Plus High-Speed Tracking Camera Upgrade EyeLink 1000 Plus Desktop Mount for Binocular High-Speed Tracking; Up to 2000 Hz: Head Stabilized Remote Camera Upgrade Package SR Research Experiment Builder and Data Viewer License; License Type: Unlimited Media Type: USB Key High precision 24-inch widescreen LCD Monitor; Regional PC Power Cord: North American Monitor: VG248QE Ultra-Performance Display PC supplied without Monitor (running Windows 10 Professional 64-bit; includes ASIO soundcard) Version: 12 Regional PC Power Cord: North American Tower Mount, including Head Support, 25mm Lens, and Illuminator -- Supports Binocular Tracking Shipping, Handling, and Insurance Incoterms 2020 FOB EQUIPMENT REQUIREMENTS: Low spatial noise with unfiltered RMS error < 0.01 degrees Low-noise 2000 Hz monocular mode, ideal for gaze-contingent designs where the fast report of gaze position is critical while minimizing false alarms Remote Camera capability with tracking up to 1000 Hz binocular Multiple Mount Options(e.g., Desktop Mount, Arm Mount, Tower Mount, Monitor Mount etc.) Multiple Remote Configurations which allows the same camera to be used as a high-speed, 1000 Hz binocular, head free-to-move eye-tracker where the viewer s head does not need to be stabilized Interchangeable lenses in remote mode, allows the experimenter to trade-off the size of allowable head-movement against the level of noise in the sample-level data Low Visibility Options infrared wavelengths below the level of human detection perfect for dark adaptation work (even in MRI) and ideal for infant tracking End-to-end sample access delays (at high sampling rates) for fast data access with the low variability for outstanding gaze or saccade contingent work A Fibre Optic Camera Head that allows the system to be used in sensitive recording environments with specialized mounts for MEG, MRI, and EEG Cross Platform macOS to Windows Experiment Creation Software (and Linux for Data Viewer) software Gray Market Prevention Language (a) Gray market items are Original Equipment Manufacturer s (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufactures or gray market items will be acceptable. (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items. This notice of intent to sole source is not a request for competitive quotes; however any responsible source who believes it is capable of meeting this requirement may submit a capability statement to the contracting office no later than Thursday, 5/6/21 at 11:00 AM ET. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
