- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole-source basis, with Droplet Measurement Technologies, LLC under the authority of FAR Part 13.106-1(b), for the procurement of a portable Micro-Pulse LIDAR (Light Detection and Ranging) to be used by NIST Physical Measurement Laboratory (PML), in Gaithersburg, MD. � ***** Sole source determination is based on the need to acquire one (1) portable Micro-Pulse LIDAR (Light Detection and Ranging) system, abbreviated MPL, that can be user-located and user-relocated to a variety of different high altitude astronomical observatory locations, such as Cerro Paranal in Chile (2635 m altitude) or Mauna Loa in Hawaii (3394 m altitude), and be pointed by the user towards the stars or the moon. The intent is for this system to be used alongside an astronomical telescope, and pointed at the same star (or moon) as the telescope, to monitor the atmospheric conditions along the optical path to the star (or moon) during nearly clear-sky, low-humidity, low aerosol, nighttime conditions. The system will usually be outside during operation. It will often also remain outside during periods of non-operation, and exposed to a much wider range of weather conditions than those encountered during its use for measurements, and it therefore must be able to survive, but not operate, when exposed to weather conditions that include events such as rain, fog, wind, and snow. After review of the market to include sources sought posting AMD-SS21-10 Droplet Measurement Technologies, LLC was found to be the only company capable of proving an MPL that meets all minimum requirements to include a azimuth angle scanner able to point over the range -200 degrees to +200 degrees and a system that fits inside of a single box measuring 1 m x 1 m x 1.5 m. The azimuth scanning requirement allows pointing and tracking to any star in the sky with continuous, uninterrupted coverage without having to stop to make allowance for cable interferences. The size requirement is to minimize shipping expenses and footprint at the site where this instrument will be deployed. Therefore, Droplet Measurement Technologies, LLC is the sole source vendor for the required MPL. � ***** The North American Industry Classification System (NAICS) code for this acquisition 334516� Analytical Laboratory Instrument Manufacturing, with a size standard of 1,000 employees. ��� ***** A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
