- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. The intent of this notice is to identify qualified and interested offerors for information and planning purposes. The information received will be utilized within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Naval Facilities Engineering Systems Command, Far East (NAVFAC FE) PWD, Diego Garcia is seeking potential sources to perform repairs to the old and deteriorated fuel hydrant and pantograph systems of Aircraft Direct Refueling Facility (A.D.R.F.) Stations 3, 4, and 5 located at the North Parking Apron, Facility 382. The following tasks, but not be limited to complete the project: CIVIL: Demolish concrete valve pit no. 4, 5, & 6 including concrete walls and floor, and fill with earth. Provide concrete drip pad. Provide trench excavation and equipment support to the electrical system. Provide crack repairs on ADRF concrete floor and curb. Provide canopy for weather protection on all electrical panel rack. MECHANICAL: Remove/demolish existing ADRF pantograph station no. 3, 4 & 5 (F-382) components, including pantographs, aboveground piping, equipment, valves, pipe supports and other related devices. Install Government Furnished Materials (GFM) such as but not limited to pantographs assembly & accessories, control valves, flow meter, venturi, strainer, electric deadman controller & handle assembly (refer to GFM material list/inventory). Provide stainless steel piping & fittings, pipe supports, and other related accessories. Tune components, test, and commission. ELECTRICAL: Remove/demolish existing pantograph stations' electrical and control systems and other related devices. Provide power and control system to Aircraft Direct Refuelling system (ADRF). This includes power and control to solenoid valves, deadman' switch, and other related devices. Provide low level floodlight for each pantograph stations. Provide emergency shut-off system for each stations. This includes new panel to be installed in Facility 409. New control cable will be installed from ADRF' stations all the way to Facility 409 via new handholes. Provide grounding system. Special Requirement: Interested parties are advised that under a bilateral international agreement between the government of the Unites States of America (U.S.) and the government of the United States of America (U.S.), and the government of the United Kingdom of Great Britain and Northern Ireland (U.K.), construction contracts for U.S. military installations on Diego Garcia shall be awarded to joint ventures exclusively between U.S and U.K. firms unless no qualified joint-venture submits a reasonable offer for such contracts, in which case they shall be opened to U.S. firms. In addition, the following conditions shall apply to such contracts involving any U.S.-U.K. joint-venture: (a) Management control shall be vested in the U.S. partner or partners, (b) In no event shall U.S. partner participation be less than 60%, or U.K. participation below 20%, U.S. firms that are not part of an eligible joint venture will be permitted to submit a bid but will only be eligible to be considered for award if no reasonable offer is received from any qualified joint venture. SUBMISSION REQUIREMENTS: Interested firms should submit a brief capabilities statement package using Enclosure (1), Sources Sought Contractor Information Form, to demonstrate capabilities, capacity and experience. Respondents will not be notified of the results of the Navy�s market research. NAVFAC FE will utilize the information for acquisition planning purposes. All data received in response to this Sources Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government.
