Description
Q - Do you intend to solicit the commissioning as a separate contract? Or will the commissioning need to be supplied by the prime contractor? A - Commissioning will be included as part of the prime contractors SOW to require a 3rd party commissioning agent and contracted through the contractor. We will use the AE and designer of record to peer review and be a member of the commissioning team during CPS. Q - The solicitation under the Project Information identifies the procurement required under NAICS 541310 Architectural Services.  Due to the nature of the technical requirements of this project including USP 800/797, the inclusion of the engineering services and the mulit-disciplinary qualifications (8 of the 12 requested positions are non-architectural) identified under Section 5.1. Professional Qualifications we kindly ask for reconsideration of the procurement to be under NAICS Code 541330 and size standard of $16,500,000.  A The NAICS code for this project is being changed to 541330 Q Please clarify the following: 1. Offeror shall include at least two examples of USP800/797 design experience we have completed 4 designs but the first one is still be commissioned. Can we provide letters from the CORs stating they are very happy with the design and CPS support? VA Response: We have reviewed your request and provided updated criteria for Factor 2. See the updated criteria below. Also, a PPQ can be provided in lieu of the CPARS. 2. The A/E shall have completed at least two different oncology/infusion centers we have some that were included in masterplans but were never built. Would these count? VA Response: It is the discretion of the AE to provide the projects that they have determined to best represent the VA s evaluation factor criteria. Factor 1 Revised: Professional Qualifications necessary for satisfactory performance of required service. The design firm and A-E on staff representing the project or signing drawings in each discipline must be licensed to practice in any one of the United States of America, with the exception of the Structural Engineer who must be licensed in CA. Provide Professional License numbers and/or proof of Licensure. The A-E staff representing the project must also have a minimum of five years of experience. The evaluation shall consider the specific experience and qualifications (i.e., education, training, registration, certifications, overall relevant experience, and longevity with the firm as full time employees) of personnel assigned to key positions proposed for assignment to the project, and their record of working together as a team when evaluating the firms professional qualifications. Resumes are limited to one page each. Key staff members to include are: Project Manager(s), Quality Assurance, Architects, Civil Engineers, Structural Engineers, Electrical Engineers, Mechanical Engineers, Environmental Engineers, Fire Protection Engineers, Environmental Engineers, Interior Designers, Certified Independent Third-Party (CITP) consultant and any other pertinent positions related to the scope of work. The lead key personnel in each discipline must be a registered professional but does not have to be registered in the particular state where the project is located, with the exception of the Structural Engineer who must be registered in CA. Offer must include the following statement of SDVOSB compliance when submitting the personnel proposed to perform the work under this requirement: I [signatory authority]___________________, [company] __________________ certify that the team proposed to perform under this requirements demonstrates the capability of 50% SDVOSB performance in compliance of 48 CFR 852.219-10. The information provided in sections C through E of SF 330 will be used to evaluate this evaluation factor. Do not include this information in section H, unless it is pertinent to support the information listed in the other sections. Factor 2 Revised: Specialized Experience and Technical Competence in the type of work required: Specialized experience and technical competence in the design, construction, and construction period services provided for Hematology /Oncology Infusion Centers. Provide specialized experience examples in healthcare planning and delivery. Any provided past performance information on projects should include relevant work with Hospitals, Civil, Architectural, Mechanical, Structural, Electrical, and physical security upgrades/installation. Include no more than six (6) Government and/or private projects that demonstrate relevant experience with project that are similar in size, scope and complexity, and experience with specialized building types requiring physical security measures. The A/E shall have completed at least one USP800/797 project and shall have completed at least two (2) different oncology / infusion centers and have the capacity and experience to design this type of healthcare facility. The evaluation will consider the management approach, coordination of disciplines and subcontractors, quality control procedures, prior experience of the prime firm and any key subcontractors working together on relevant projects and familiarity with VA Design Guides/Manuals, Master Specifications and other applicable standards. A higher rating may be considered for the firms that have more experience with USP800/797 and oncology/infusion center projects. Note that completed is considered 100% design completion and substantially completed in construction. The information provided in sections F and G of SF 330 will be used to rate this evaluation factor. Do not include this information in section H, unless it is pertinent to support the information listed in the other sections.
