- Description
- The U.S. Fish and Wildlife Service (FWS) hereby submits a Notice of Intent (NOI) to inform industry contractors of the Government�s intent to award a firm-fixed priced contract to The Childrens Tree House in Shepherdstown, WV, a non-profit organization. This contract action is for commercial services under NAICS code 624410, Child Day Care Services for which the agency intends to solicit and negotiate with only one source under FAR 13.106-1(b), Simplified Acquisition procedures. The purpose of the contract is to reserve childcare slots for guests of The National Conservation Training Center (NCTC). The Children�s Tree House is under an exclusive licensing agreement to operate childcare services at the NCTC Campus. NCTC develops and conducts training courses and education services for the Fish and Wildlife Service (Service), other Federal agencies, environmental conservation groups, state organizations, Native American groups, the private sector, and others. Guests who attend the training are housed on-site at the NCTC campus. NCTC is located in Shepherdstown, West Virginia and is comprised of approximately 533 acres. A search under NAICS code 624410 in Shepherdstown, WV, on System for Award Management (SAM) produced only The Childrens Tree House as an option. Many guests do not have access to individual transportation and there are no public transportation providers readily available in the vicinity of NCTC. For this reason, the use of offsite childcare service providers would limit guests that are in need of childcare services from attending training at NCTC. FWS anticipates an award in July 2021 with a proposed period of performance of a base year plus four option years with an estimated total contract value of $190,000 (inclusive of all options). This announcement constitutes the only notice. This is not a request for competitive quotes. All responsible sources may submit a capability statement, which must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive. Responses received from this solicitation will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the agency not to compete this proposed contract based upon responses to this notice is solely within the discretion of the agency.
