Description
Please be aware, This Notice of Intent is NOT a Request for Quotation (RFQ) for competitive quotes.�� In accordance with FAR 6.3,�FEMA intends to award a Firm Fixed Price, sole source contract using�authority at FAR 6.302-1, �only one responsible source and no other supplies or services will satisfy agency requirements. The Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) intends to award a Bridge Contract to� ESI�Aquisitions, Inc, Duns # 133560511 for continued� WebEOC software license updates and renewals, technical support services for the successful operations, support, and system evolution of FEMA�s Crisis Management System in the following areas: network systems support, installations, integrations, external interconnections, board development, maintenance, system security, documentation, training,�hosting services on their Amazon Cloud.�� On September 3, 2020, FEMA issued a contract to the ESI Acquisitions, Inc. to continue use of the software and services listed above. On October 23, 2020, the award to ESI Acquisitions, Inc. was protested?B-419377.� After the protest, FEMA agreed to take corrective action: to conduct additional market research and to modify the underlying contract to provide for a five-month period of performance beginning on the date of the GAO dismissal.� The bridge contract is necessary to allow for: (1) adequate time for FEMA to solicit and compete the Crisis Management System software requirement as well as the requirement for any other related services; (2) adequate time for the incumbent to transfer data from the current system?WebEOC?to any new contractor system, if necessary; and (3) adequate time for any new contractor to complete the DHS Authority to Operate (ATO) requirements, if necessary, which generally takes six to twelve months for approval.� The current ESI Acquisitions, Inc. system and any new CMS would have to run concurrently until an ATO is approved and all necessary data is transferred, if necessary. �ESI Acquisitions, Inc. is the only source that can provide WebEOC and the related services without disruption to FEMA operations until the competitive CMS requirement can be solicited and awarded.� The efforts� listed above shall be performed in accordance with the DRAFT�Statement of Work (SOW) for this requirement. Interested persons may identify their interest and capability to respond to the requirement by submission of their Capability Statement.� All responses recieved with three (3) days of the issuance of this notice will be considered by the Government.��
