This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The intent of this notice is to determine the availability of qualified commercial sources technically capable of providing the below: Summer Camp for Kids OBJECTIVE: The objective is to provide a 6 day, 5 night, over-night adventure summer camp experience for Connecticut National Guard (CTNG) children and youth with qualifying housing and dining facilities. The camp shall gather military children and youth from around Connecticut to assist them in making connections and developing a peer group with other military youth through shared adventure experiences in a traditional camp environment.� Camper Ages: Ages 8-13 : Special Needs 8-18 Genders: Male and Female Meals Provided: 5 Breakfasts 5 Lunches 5 Dinners 12 snacks Transportation provided from the following cities: Bridgeport New Haven Manchester/E. Hartford Hartford New Britain New London Norwich Willimantic Waterbury Windsor � CAMP SHALL PROVIDE: The camp shall provide a fully staffed, outdoor/nature-oriented summer adventure camp for children and youth of the Connecticut National Guard Child and Youth Program (CTNG CYP) to include: Camp must have proof of a COVID-19 Protocol Statement outlining the camps steps to mitigate risk of the spread of COVID- 19 while providing a safe and positive summer camp experience. All Staff trained on best practices put forth by local, state and federal health agencies regarding COVID-19 Mask required for indoors and outdoors when 6 foot distances cannot be maintained Camp groups must remain static throughout the week with the same children & staff making up the cohort Handwashing by children upon entry to facility, before and after eating, during restroom breaks and frequently throughout the day must be enforced Have ample housekeeping staff that will follow CDC guidelines on cleaning and disinfecting of various types of surfaces that campers may come into contact with.� Along with enhancing standard cleaning and disinfection with additional cleaning scheduled throughout the day. In addition to increased disinfection of equipment and program spaces to include disinfecting all commonly used surfaces and equipment after each group use. At MINIMUM, 1 Camp Director, 1 full-time certified (ServSafe or equivalent) cook. At MINIMUM, 1 Counselor for every six (6) military youth campers. Clean and well maintained, gender separated cabins with beds for each of 60 campers with a same gender counselor sleeping in each cabin at a ratio of at least 1 counselor for every 6 campers. Twenty-four (24) hour camper supervision by trained, criminal background checked, CPR and first aid certified camp staff of at least 18 years of age. Offer and inclusive camp for child of all abilities and offer a smaller ratio 1:2 or 1:3 for campers with additional needs. At MINIMUM, 1 medical staff member available 24 hours a day, trained and certified in child and adult CPR and first aid, for treating children and monitoring medication and medical conditions. Clean and maintained shower and toilet facilities, separated by gender. Appropriately staffed and inspected kitchen with current food safety certification (ServSafe or equivalent) and dining area to provide campers and volunteers three (3) nutritious meals per day with two (2) healthy snacks based on USDA guidelines. Accommodations must be made for any camper with specific food allergies and/or dietary restrictions, as documented through the camp�s registration process. Access to in ground pool with options for instructional swim lessons and free swim. At least one high adventure activity, such as a high/low ropes course or a rock wall, that is safety certified and staffed with a certified staff member. Facilities, grounds, access, and materials for at least 3 traditional camping experiences such as arts and crafts, camp fires, cookouts, field games, archery, digital media, sports, nature walks, etc. Large open area that can allow for large, static military displays for an optional military appreciation day.� Displays shall be supplied by the Government. Large indoor facility that can hold all campers, staff, and volunteers to be used for activities during inclement weather and nighttime activities, ie. Camp talent show. Communication with Lead Child and Youth Program Coordinator (LCYPC) and/or State Family Program Director (SFPD) and/or Military Point of Contact (MPOC) and/or Child and Youth Behavioral Military Family Life Counselor (CYP-MFLC) regarding health, well-being, questions, concerns, discipline, and management of campers throughout the week of camp. They shall be used as a resource for military campers and staff working with military campers. Daily after action meeting between selected camp staff (i.e. Head Counselor) and the LCYPC/SFPD/MPOC to discuss any questions, concerns, disciplinary actions, or other actions that need to be addressed. Camp, camp staff, and campers must be covered by camp�s liability insurance. The camp assumes ALL direct and indirect safety liability. The camp is responsible for paying for the camp, all indirect and direct costs associated with providing the camp week and experiences. Provide the LCYPC/SFPD/MPOC with full descriptions/camp plans/schedules/emergency procedures and other reasonable requests for information at least 15 days prior to beginning of the first day of camp. Work with LCYPC/SFPD/ MPOC to coordinate final schedule 5 days prior to beginning the first day of camp. No public advertising or information shall be shared about who is in attendance during the week of the CTNG camp or who the customer is. All advertising for attendance at the camp shall be done through the CT National Guard Child and Youth Program (CTNG CYP) and its partners. TECHNICAL EVALUATION CRITERIA: At least eight (8) different activities offered, must include aquatics, with certified staff responsible for running activity Camp location is no more than 15 miles from a hospital, not a walk-in clinic Camp needs to provide a large indoor facility that can hold all campers, staff, and volunteers to be used for activities during inclement weather and nighttime activities while meeting COVID-19 guidelines. Camp must be an ACA (American Camp Association) Accredited Camp Camp must have previous experience with Operation Purple Camps Camp needs to provide proof of liability insurance. Camp grounds must have a large open field or space that can allow for large, static military vehicle displays. PAST PERFORMANCE EVALUATION CRITERIA: Provide three (3) references for camps/events conducted within the past three (3) years that are similar in size and magnitude as it relates to participants and activities. � � � Potential offerors having the skills, experience, professional qualifications, and capabilities necessary to perform the described requirement are invited to provide a capabilities statement via e-mail. The Capability statements shall not exceed ten (10) pages and must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and CAGE code; 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.); and 4) Familiarity and knowledge of the requirement. Also include where this product is manufactured. Responses are due no later than 11:59 pm EST, Friday, May 21 2021, and shall be electronically submitted to leslie.a.fedler.civ@mail.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
