- Description
- Intent to Sole Source Little Rock AFB is intending to sole source a Bird Strike Threat Calculator that is IAW the below description and requirements. If any interested vendors believe that they are capable in providinga product that can meet the requirements below, please contact the POCs listed below. PURPOSE The Bird Strike Threat calculator was derived for use by Air Crews as a planning tool to aid in bird strike mitigation. This tool asks five simple questions regarding the proposed flying mission and then based on their answers assigns a bird strike threat number. BACKGROUND - Currently Air Crews are required to use BAM (Bird Avoidance Model) and AHAS (Avian Hazard Advisory System) for preflight mission briefings concerning Bird Aircraft Strike Hazard (BASH) -- These tools do not directly take into consideration current weather patterns or altitude when determining potential bird strike threats -- A tool was required that considered more timely weather and altitude data information for preflight mission planning -- BAM and AHAS does not take individual low-level routes into account when applying riskthey apply risk to a wide geographic area The Bird Strike Calculator will utilize the following information in order to provide data: Altitude algorithms were created based on local historical bird strike data; the altitudes of greatest concern are from 500 AGL to 1500 AGL Weather study initiated by years of observations of wildlife activities during frontal movements, moon phases, etc. Route assessment risk was calculated by historical bird strike data as well as habitat information collected as wildlife biologist flew along on the flying routes Time of day algorithms derived from local historical bird strike data Monthly risk algorithms created from historical bird strike data as well as Phase II data Algorithms: --- First stagecollects historical data --- Second stagecatalog years of observations --- Third stagemelds historical data with experience observations --- Fourth stageformulate final algorithm --- Algorithms created using 13 years of bird strike data, 4 years of local weather frontal passage study compared to local bird strike data
