Description
The Contractor shall furnish all equipment, materials, labor and performance of all work required to repair the roof expansion joints, apply weatherproof coating to roof�s flashing and thoroughly clean the roof�s surface of Building 3, Areas 1 and 3. This acquisition includes but is not limited to these principal features: Clean-up and remove all debris from area 1 and areas 3/3A of the roof on Building 3. Remove all items not attached to the roof or in use. Remove all pallets, sand bags, loose sand, stones, wire, hardware, metal plates, cement blocks, metal stands, loose cap sheet granules, etc. Repair EPDM expansion joint covers. Repair splice joints, cuts and any other damage found or visible. Repair, clean-out and fill pitch pockets on the roof. Replace all splice strips on JM Expand-O-Flash expansion joint covers. There is approximately 600 feet of this type of expansion joint with the splices being ten feet on center. Clean, prime and coat all expansion joint covers in areas 1 and 3/3A except the EPDM covers. Coating is to be elastomeric acrylic roof coating, gray in color, with two coats, one coat of primer and the one coat of finish. Coating to be Uniflex Premium Acrylic Elastomeric Gray Roof Coating, #41-320, or approved equal. Clean, power-wash, prepare and coat the surfaces in accordance to manufacturer�s recommendations including the coverage for gallons per area and film thickness. Provide the contracting officer�s representative with a wet film gauge. Clean, prime and coat all flashings, roof edges, pipe penetrations and perimeters of roof drains as shown in the drawing for areas 1 and 3/3A. Continue to use the Uniflex Premium Acrylic Elastomeric Gray Roof Coating, #41-320, with the same primer and finish two-coat system. Apply to achieve the required manufacturer�s recommendations including the coverage for gallons per area and film thickness. Provide the contracting officer�s representative with a wet film gauge. Work will be performed in accordance with the Specifications dated 08 April 2021, and Drawings, dated 08 April 2021 (Attachment 1 and Attachment 2, respectively). This acquisition will solicited on an unrestricted basis with regard to business size. The estimated magnitude of construction is between $25,000 and $100,000. Bidders must provide payment and performance bonding in the amount of its bid. A Bid guarantee in the amount of 20% of the bid amount will be required to accompany all bids. Questions and comments are welcome and must be sent to the Contract Specialist, Brooke McDonald at Brooke.McDonald@us.af.mil. The Invitation for Bid (IFB) will be posted online at http://beta.sam.gov under the reference number FA875121B0006 on or about 30 May 2021. Bids will be due approximately 30 days later. A site visit is anticipated to�be conducted within 10 days after issuance of the IFB. The date will be finalized when the IFB is posted. The IFB documents will only be available electronically. Potential bidders will be responsible for downloading the IFB documents and for monitoring the website for possible amendments and any additional information. Award will be a firm fixed price (FFP) contract resulting from a competitive Invitation for Bid (IFB). Competing bidder�s bids shall be ranked according to price.� Award will be made to the lowest priced responsible bidder, whose bid is responsive to the terms of the IFB.� Bids will be accepted on an all or none basis only. Partial bids will not be accepted. Successful bidders will be selected based upon the lowest total evaluated price (TEP). NOTE:� In order to receive a contract award, if issued, the successful bidder must be actively registered in and have their Online Representations and Certifications completed in the System for Acquisition Management (SAM) - www.SAM.gov.� Bidders must also be actively registered in Wide Area Workflow (WAWF) - https://piee.eb.mil. All responsible sources may submit a bid which shall be considered by the agency.�
