Description

The General Services Administration (GSA), Great Lakes Region 5, Acquisition Management Division (AMD) announces an opportunity to provide General Construction (GC) Services for the Ramp Area Water Infiltration Repairs project at the Anthony J Celebrezze Federal Building, 1240 East 9th Street, Cleveland, OH 44114. SCOPE OF WORK �is not limited to providing all equipment, material, labor, and supervision required for addressing water infiltration issues originating from the ramp concrete slabs and retaining walls, including removal, replacement, and/or repair of concrete spalling and cracks, reinforcement corrosion, waterproofing, and other preventative measures. To minimize disruptions to traffic flow during the period of performance, work shall be executed in a phased approach and primarily performed after-hours. The contractor shall be responsible for providing personnel, as well as any temporary equipment, signage, barriers, structural support, and other means or methods as necessary, to ensure that individuals, as well as vehicles, are able to safely utilize operational controlled access points adjacent to the work areas at all times, including when work is not actively being performed. Construction performance period is 180 calendar days from receipt of on-site notice to proceed. This procurement is a Total Small Business set aside.� Funds are presently not available for this project.� The NAICS Code is 236220 with a small business size standard of $39.5 million. The total estimated construction cost for this project is between $1,000,000 and $5,000,000.� This is a negotiated procurement; there will NOT be a public bid opening.� The awardee will be competitively chosen using FAR Part 15.� The objective is to select a proposal that represents the best value to the Government.� Evaluation factors will consist of experience, past performance, and price.� Non-price factors will be considered more important than price.� As non-price factors become equal, price becomes the determining factor.� The solicitation is expected to be released on or about May 26, 2021 with a closing date on or about June 28, 2021. A pre-proposal conference/site visit will be scheduled for early June 2021; notification to the Contracting Officer of proposed attendance will be required. GSA considers attendance at this conference vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. Funds are currently not available for this project. Once funds become available, award will be made this fiscal year (prior to September 30, 2021) with a construction date to begin in Spring 2022. The Government reserves the right to make an award on initial offers, but discussions may be held if appropriate. The solicitation cited above can only be obtained by accessing the secure website, beta SAM (beta.SAM.gov) Beta SAM is designed to safeguard Controlled Unclassified Information (CUI) acquisition information and is fully integrated with other electronic Government initiatives. Registration in beta SAM is required in order to download solicitation documents and is used to validate vendor identity. Contractors not registering in these systems will be ineligible to download the solicitation and ineligible for an award.
