- Notice of Intent to Sole Source: Book Production, Distribution, & Marketing to Underserved Grade 6-12 School Populations This is not a request for proposals or an announcement of a forthcoming solicitation, merely notification of the United States Holocaust Memorial Museum's (USHMM's) intent to enter into a negotiated contract on a sole source basis with FirstBook.org (DUNS: 948019401 and CAGE Code: 5YMC6) located at 1319 F ST, NW, Ste. 1000, Washington, DC, 20004-1155. The anticipated contract shall be to acquire, print, market, and circulate Museum-identified books about the Holocaust via an existing e-commerce distribution network to underserved K-12 educators across the United States, in the process tracking, tuning, and ensuring the effectiveness of its educational campaign via repeated focus-group testing and other feedback. This is intended to be a multi-year initiative (one year with up to four annual option year renewals) with a first year starting budget of approximately $300,000 to allow for production and dissemination of 5,000 copies each of at least two titles in classroom sets of 30. USHMM reserves the right to expand the program beyond its initial price and scope over the life of the engagement. USHMM believes that FirstBook is uniquely qualified to perform these services due to its ability to leverage the following unique skillsets: an existing e-commerce distribution network already familiar to and in use by the Museum's target market of educators not currently aware of the Museum's offerings; established relationships with publishers serving the middle and high school (i.e., grades 6-12) marketplaces; demonstrated expertise identifying grade-appropriate reading material based on curriculum standards and requirements; pre-existing, validity-tested feedback models enabling research on campaign impact; demonstrated success serving children in need; established capability to promote content directly to Museum's most desired target of middle and high school English and Social studies educators; and concomitant goodwill and credibility in fulfilling such programs, including providing platforms and marketing to enable educators to enhance their skills and use of particular resources with professional development opportunities Only one responsible source and no other supplies or services will satisfy USHMM requirements, as authorized by FAR 6.302-l(a)(2) and implemented by FAR 6.302-1(b)(1)(i). This notice of intent is NOT a request for competitive proposals. Any other supplier who is able to demonstrate its ability to perform the above services with similar skillsets is asked to contact Bruce Falk, Contracting Officer via email at bfalk@ushmm.org before the due date of this notice. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. If no affirmative responses are received by the posted deadline of this notice, then in accordance with FAR 16.603 and FAR 15.002(a), negotiations will be conducted with First Book as the only source and a contract awarded without any additional notices being posted.
