- PRESOLICITATION NOTICE between $250,000 and $500,000 SOLICITATION NUMBER: 47PH0921R0029 This is a notice and not a request for proposals. As such, vendors are not to send capability statements or other such documents. TITLE OF PROJECT: OC Fisher Federal Building Fire Sprinkler Retrofit Project DESCRIPTION OF PROPOSED WORK:� The General Services Administration (GSA), Public Buildings Service (PBS) is seeking a fire sprinkler contractor to furnish all labor, tools, materials, equipment, supplies and supervision for construction services for the purpose of full replacement of the existing fire sprinkler system at the O.C Fisher Federal Building in San Angelo, Texas. This project is to retrofit the complete fire sprinkler system on all three floors of the Fisher Federal Building, including the basement. Additionally, a new domestic water line will be installed in order to increase the flow rate necessary to adequately support the flow rate required. This project requires significant expertise regarding fire sprinklers AND bonding capabilities of up to $500,000. This project also requires the prime contractor (any subsequent offeror) to do 95% of the work. Any firm responding to the resultant procurement must be a fire sprinkler installation contractor under NAICS code is 238220. The current small business size standard for this NAICA is $16.5 Million. It is anticipated that this project will take approximately 225 days to complete. Award of any resulting procurement will be based on a source selection plan utilizing the Lowest Priced Technically Acceptable (LPTA) process. GENERAL CONSTRUCTION REQUIREMENTS: �In accordance with FAR 36.204, disclosure of the magnitude of construction projects, the construction cost of magnitude is between $250,000.00 and $500,000.00. LOCATION OF THE WORK: �OC Fisher Federal Building, 33 E Twohig Avenue, San Angelo, TX 76903. NAICS Code and Title:� 238220 � Plumbing, Heating, and Air-Conditioning Contractors Small Business Size Standard:� $16.5 Million THIS PROCUREMENT IS FOR FULL AND OPEN COMPETITION. TENTATIVE DATES: The solicitation will be issued on or about May 25, 2021. The proposal due date will be on or about June 30, 2021.�The date for a pre-proposal conference will be established and posted as part of the Solicitation package. �Attendance at this conference is vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. �Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. Award is anticipated to be on or about September 14, 2020. The Period of Performance is 225 calendar days after notice to proceed; 45 calendar days is for security clearances, design submittals and material procurement and 180 calendar days is for construction. PROCEDURES FOR AWARD:� A solicitation will be issued requesting a written technical and price proposal.� The Government will make award to the responsible offeror whose proposal conforms to the solicitation and is most advantageous to the Government, non-cost (technical) factors and cost/price considered. For this solicitation, all evaluation factors other than cost or price, when combined, are equal to the cost or price. The Government intends to evaluate each proposal for technical acceptability based upon the three following non-cost factors: (1) Installation Schedule, (2) Key Personnel, and (3) past performance. It is the Government intention to award without discussions, but if determined necessary, the Government reserves the right to hold discussions. PLAN AVAILABILITY:� �The solicitation will be available for electronic download at no charge from the beta.sam.gov website under Contracting Opportunities.� AMENDMENTS TO SOLICITATION:� It is the offeror's responsibility to monitor beta.sam.gov for the release of any amendments.� � � BONDING:� A bid bond is required as well as payment and performance bonds. An electronic version of these documents is acceptable. � SECURITY:� Before employees are allowed to work under the anticipated contract, all personnel are required to pass a security check.� Specific security requirements will be contained in the solicitation.� ELIGIBLE OFFERORS:� All responsible firms may submit a proposal which shall be considered by the agency. All prospective offerors are also required to use the System for Award Management at www.sam.gov for registering their firm and completing representations and certifications.�
