- TYPE OF CONTRACT: The USACE NAU anticipates soliciting and awarding a stand-alone Design-Bid-Build (DBB) Firm Fixed-Price (FFP) contract for the renovation of an existing maintenance facility (Building 50039). The construction completion period is anticipated to be 420 calendar days after the Contractor receives the Notice to Proceed for the base work.� TYPE OF SET-ASIDE: This acquisition will be issued on an unrestricted, full an open basis. Small and Small Disadvantaged Business requirements are waived for this project due to its location OCONUS.� DESCRIPTION OF WORK: Renovate a single-story warehouse of approximately 3,753 m2 (40,397 SF). The purpose of the building 50039 warehouse renovation is to provide an adequate maintenance facility for vehicles and related material storage by upgrading and or replacing existing building components and envelope.� The maintenance warehouse shall be equipped with modular container units to provide the required office spaces, printer space and restroom facilities. The building will be equipped with all equipment and utilities needed to provide the proper functional and technical requirements (electrical, plumbing, HVAC, etc). An Oil Containment Test Pad will be provided as an outside infrastructure. It is designed to accept two oil containments at the same time. Designated location for the Oil Containment Test Pads is against existing concrete apron in front of Building 50039 main entrance (North-West corner of building 50039). A new waste water treatment plant of 15 EH will be provided for treating the sanitary sewers of both buildings 50039 and 50040. The location of the WWTP 15 EH plant will be in the area between buildings 50040 and 50039.�� SELECTION PROCESS: The Government intends to select a contractor for award using the best value trade-off source selection process.� This process allows for a tradeoff between non-cost factors and cost/price and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated proposal to achieve a best-value contract award. DISCLOSURE OF MAGNITUDE: The estimated magnitude of construction is between $8,000,000 and $12,000,000. SOLICITATION WEBSITE: Contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ prior to award of this, or any U.S. Government contract. Solicitation documents, plans and specifications will only be available via Beta.Sam.gov (https://beta.sam.gov/) website. The solicitation will be available only as a direct download. It is therefore the Contractor's responsibility to monitor the website daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto.
