Description
The National Aeronautics and Space Administration (NASA) / George C. Marshall Space Flight Center (MSFC) has a requirement for a one-month extension to Center Administrative Support Services (CASS) contract number NNM16AA10C with Hanks, Hanks, & Associates, LLC (HHA), with the option for up to five additional months, via separate one-month option extension periods, through a maximum extension to December 31, 2021. The current CASS contract ends on June 30, 2021. �This one-month extension will provide the continuation of administrative support services as the ongoing CASS II Source Evaluation Team (SET) completes the competition process.� The CASS II follow-on contract is tentatively scheduled to begin on August 1, 2021.� It is currently envisioned a single one-month extension will be necessary in order to award the follow-on contract, conduct Offeror debriefings, and initiate a 30-day phase in period, in order to transition to a new contractor.� In the event of unforeseen circumstances, the CASS contract can be further extended for up to five additional months. Under the authority of FAR 6.302-1, NASA/MSFC intends to sole source the acquisition of these services from HHA where no other services will satisfy Agency requirements.� In accordance with FAR 6.302-1(a)(2)(iii), services may be deemed to be available only from the original source for the continued provision of services when it is likely that award to any other source would result in unacceptable delays in fulfilling the Agency's requirements. The Government does not intend to acquire a commercial item using FAR Part 12. All responsible sources may submit an offer which shall be considered by the Agency.� Interested organizations may submit their capabilities and qualifications in writing, to perform the effort, to the identified point of contact not later than 4:00 p.m. local time on June 01, 2021.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.� A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
