- The National Aeronautics and Space Administration (NASA) George C. Marshall Space Flight Center (MSFC) is issuing this presolicitation synopsis (Solicitation Number: 80MSFC21R0006) as a means of communicating with industry interested in supporting the requirements of the Marshall Operations Systems, Services and Integration (MOSSI II) acquisition activity. This presolicitation synopsis is for a full-and-open competition for the combined efforts of the current MSFC Mission Operations & Integration (MO&I) and Huntsville Operations Support Center (HOSC) contracts. The MOSSI II acquisition will provide support and products for the development and execution of spaceflight operations that are the responsibility of the Payload and Mission Operations Division (PMOD) with the Human Exploration Development and Operations (HEDO) Office. Customer and stake-holder support is provided for mission ground systems development and operations in support of NASA programs, project offices, staff offices, NASA contractors, payload developers, educational institutions, international partner space agencies, and individuals within these organizations. Other private and public industry companies with capabilities for new space markets are also potential customers. The Government intends to solicit offers using Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation, and NASA FAR Supplement (NFS) 1815, Contracting by Negotiation. All responsible sources may submit an offer in response to the solicitation which will be considered by the Agency. The MOSSI II acquisition is anticipated to be a full and open competition. The Government contemplates awarding MOSSI II as a cost-plus-award fee contract with an indefinite-delivery, indefinite-quantity (IDIQ) component resulting from this solicitation. On December 07, 2020, a Sources Sought Notice (Solicitation #: 80MSFC21SS006) was posted on beta.SAM.gov, requesting capability statements from all interested parties for the purposes of determining the appropriate small business set-aside classification or small business subcontracting goals for the MOSSI II acquisition. The response due date was December 21, 2020. The anticipated release date of the Draft Request for Proposal (DRFP) is on or about May 28, 2021, to seek industry comments for the MOSSI II requirement. This DRFP is intended as an acquisition planning instrument, as well as a means of soliciting industry comments for use in developing the final Request for Proposal (RFP)/solicitation. Comments in relation to the DRFP are anticipated to be due on or about June 17, 2021. Responses to comments or questions to the DRFP, which will be considered in formulation of the final RFP, will be at the discretion of the Government. The Government intends to conduct a virtual industry day briefing/site tour on or about June 09, 2021, to provide details regarding key features of the DRFP. �Additional industry day information will be provided upon issuance of the DRFP. �The presented industry day charts, along with any additional visual information presented, and a list of all attendees participating in the industry day meeting, will be made available to all interested parties via the beta.SAM.gov website at https://beta.sam.gov.
