Description
Hyannis Harbor, Breakwater Repair Project Pre-Solicitation Notice The U.S. Army Corps of Engineers, New England District will be issuing Invitation for Bids for the maintenance and repairs of the Federal portion of the breakwater at the Hyannis Harbor Federal Navigation Project (FNP), located in Hyannis, Massachusetts. This procurement is an Unrestricted Invitation for Bid (IFB). The NAICS code for the work is 237990. Construction is expected to take 5 months to complete. The estimated construction cost is $1,000,000 to $5,000,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District. The purpose of the proposed project is to restore full functionality of the outer breakwater to meet its authorized purpose and to extend the repairs made in the 1960�s to enhance the durability of the structure using modern construction methods and practices.� The most recent maintenance of the outer breakwater at Hyannis Harbor was performed in the 1960s when approximately 800 feet of the originally constructed, parapet stone breakwater was adaptively reconstructed.� This was accomplished by repurposing some of the original parapet stones and by adding new armor-stone to form a rubble mound configuration.� The last 400 feet of the outer end of the breakwater was not repaired and remains vertically stacked, parapet stones dating back to the original construction in the 1890�s. Under this contract, similar to the 1960�s repair area, the last 400 feet of the structure will be adaptively reconstructed by adding new 5 to 7 ton stones and repurposing some of the parapet stones in a rounded, rubble-mound configuration that will dovetail into the 1960s repair area.� The remaining length of the breakwater (approximately 800 feet maintained in the 1960s) will be repaired to its existing dimensions by adding similarly sized stones and replacing stones that have been displaced from the structure.� Due to the location of the structure, the proposed work will need to be totally performed from marine based plant and no staging or storage of materials will be allowed in any areas adjacent to the structure. This is not an invitation for bids at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about 31 May 2021. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the System of Award Management website (https://beta.sam.gov/).
