- SOURCES SOUGHT: The VA Medical Center, Edith Norse Rogers Memorial Hospital, 200 Springs Road, Bedford, MA, has a requirement for a Firm Fixed Price contract to provide professional Architect/Engineer (A/E) Design Services to provide 518-14-107, Project Number 518-14-107. Services include: develop complete drawings, specifications, cost estimates, construction schedules, project phasing, investigations, site visits and construction period services associated with replacing doors and upgrading, replacing and reconnecting the Physical Access Control System (PACS) for buildings and connecting corridors throughout the VHA Bedford VAMC campus. Additionally, provide a complete and integrated security solution that provides a lockdown capability and addresses the fundamental security/infrastructure needs at the Veterans Affairs Medical Center (VAMC), 200 Springs Road Bedford, MA. Currently buildings throughout the Bedford campus have doors, frames, and existing PACS in poor condition, some of which are beyond repair. These items have far exceeded their useful life expectancies. This project will replace damaged doors, frames and PACS deemed unsalvageable on the exterior of the buildings and at interior locations identified as high security locations. The project will upgrade the door hardware to the latest FIPS 201 compliant hardware on the approved GSA product list. By incorporating PACS, it will provide standardized security throughout the facility. Conduct as many preliminary project meetings and site survey investigations as necessary to develop the necessary elements for conceptual layout schemes with proposed alternatives consistent with the VA s project team goals and VA design guide requirements as prioritized during preliminary project meetings, field surveys and studies provided by VA Engineering and VA Police. The VA will not be responsible for any costs incurred by interested parties in responding to this announcement. This is Request for Qualifications: The purpose of this notice is to request SF-330 Qualification statements from qualified SDVOSBs that have the experience directed at the requirements of the Statement of work. The design effort is to be completed by more than 50% SDVOSB and VOSB. The NAICS code is 541330 and the small business size standard is $16.5 million. Firms must have valid registration in the System for Award Management (SAM). Visit: beta.SAM.gov to register in this database. SDVOSB firms must be verified in VETIZ under NAICS 541330. Visit: vip.vetbiz.va.gov RESPONSE: Interested SDVOSB, firms must provide their qualifications to the Contracting Specialist no later than 1400 hours on June 6, 2021 via email to Jeffrey.Fleming@va.gov The following information is required as a valid response: A positive statement of your intention to submit a proposal in response to a solicitation for this project and include your firm s DUNS Number, Firms address and Contact information. Evidence of your experience in A/E Services for complete design and construction of Security and Patient Safety Access Control System at a Medical facility with a construction magnitude between $1,500,000 to $3,000,000 (please provide contract descriptions, contract dollar amounts and telephone numbers for points of contact no photographs). SF-330 Architect- Engineer Qualifications completed for the intent of the project. Evidence that your SDVOSB firm will perform more than 50% of the requirement with a qualified SDVOSB and or VOSB team. Failure to submit all information requested will result in a contractor not being considered as an interested SDVOSB concern. SELECTION PROCESS: The A/E selection will be completed in two stages as follows: In Stage I, interested firms will submit SF-330 Qualification statements of capabilities of the Lead Designer and Design Firm. In Stage II, shortlisted Lead A/E teams will be interviewed, and the highest qualified firm will be requested to submit a price proposal for negotiations.
