- ***THIS IS NOT A REQUEST FOR PROPOSAL*** The�General Services Administration (GSA), Federal Acquisition Service (FAS), Federal Systems Integration and Management Center (FEDSIM) analyzed the benefits of consolidating Defense Threat Reduction Agency (DTRA) Integrated Mission, Analytics, and Operations (IMAX) Planning, Operations, and Advisory Services (POAS) highly related requirements for Advisory and Assistance Services (A&AS) and Systems Engineering and Technical Assistance (SETA) from five separate legacy Task Orders (TOs). This consolidation of related requirements would result in one new TO and the continuation of two legacy TOs.�The estimated cost for the total five year consolidated effort is $539,689,881. Per Federal Acquisition Regulation (FAR) 7.107-2(d)(1)(ii), the benefits exceed the requirement of five percent of the estimated contract value for contracts above $94 million. Consolidation of the requirements will result in a substantial benefit of 7.0 percent of the expected total TO values with a 3.6% contract cost savings and a 3.4% government administrative savings. As a result, GSA found the consolidation necessary and justified.�The performance period for POAS will be a one-year base period, a six-month first option period, three subsequent one-year option periods, and a fifth six-month option period. FEDSIM intends for the TO to have CPAF CLINs for labor over each one-year period. In addition, there will be CR NTE CLINs for each one-year period for Materials and Equipment, ODCs, Long-Distance Travel, and the OASIS Contract Access Fee (CAF).�In addition to the significant quantified cost savings, the new TO will also provide the following benefits: increased operational efficiencies, enhanced program management, eliminated silos, and streamlined support. There are no perceived negative impacts to Small Business (SB). In addition, the Government reserves the right to further set-aside this requirement for specific SB�socio-economic categories.
