- Description
- NASA is considering acquiring a A300-600ST Beluga ST including associated equipment, training, and documentation required to support NASA programs and missions. The aircraft must meet the following primary minimum requirements: The aircraft must be able to transport a payload that is 20 feet (240 inches) in diameter (i.e. 240 inches wide at maximum point and 240 inches tall at maximum point), 48 feet (576 inches) long and weighing 48,000 lbs. The aircraft must be able to transport a payload with elliptical cross-section 23 feet (276 inches) wide and 14 feet (168 inches) tall, 67 feet (804 inches) long and weighing 31,000 lbs.� Further, the aircraft must be able to accommodate these required payload dimensions without rotation from the orientation described herein Item 2. The aircraft and associated equipment, training, and documentation must be available for delivery to NASA for ownership and operations no later than the end of Calendar Year 2022. The aircraft must be able to be loaded and unloaded using standard ground support equipment that is readily available at existing airfields or using equipment that can be transported by truck as a standard legal sized load within the United States (maximum dimensions including trailer: 636 inches long, 102 inches wide, 162 inches tall, 55,000 lbs).� The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1).� As contemplated by the provisions of Federal Acquisition Regulations (FAR) 6.302-1(c), the supplies required are a �brand name description� A300-600ST Beluga ST.� In consideration for this Oversized Cargo Aircraft, NASA is considering the full or partial offset or bartering of items or services. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to alice.j.pursell@nasa.gov and catherine.e.staggs@nasa.gov, no later than 4:30 PM central standard time not later than on June 4, 2021.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
