- *Extending Question submission date to 29 May 2021 at 12:00pm Amendment 01 to this Special Notice is being released for informational purposes only and serves to mutually benefit the Government and Industry.� The Government is currently looking for best practices and Industry feedback on the following: i. Contract Data Requirements Lists (CDRLs) for 3GEN FLIR LRIP Dewar Cooler Bench (DCB); ii. Proposed changes to the existing 3GEN FLIR DCB Performance Specifications identified in a draft Notice of Revision (NOR).� The intent is to address changes discovered from the Engineering Manufacturing Development (EMD) effort and improve producibility for the Low Rate Initial Production (LRIP) contract.� The Government requests Industry feedback on the draft NOR specific to the following questions: ���� a.�The Government is considering updating the identifying MIL-PRF document numbers to all new numbers for the LRIP effort to avoid confusion from the existing EMD versions.� Please provide the, if any, estimated cost to incorporate a new LRIP identifier version of the technical documents in your requirement decomposition database.� Note that the current Requirement identification numbers in the EMD versions will remain unchanged in the LRIP versions. ���� b. The NOR includes an updated Verification Cross-Reference Matrix (VCRM) that includes additional columns for Acceptance Testing (AT) and First Article Testing (FAT) to be invoked for the LRIP effort to standardize the verification methods for production.� The Government is soliciting industry input to identify any programmatic impacts with supporting rationale resulting from the proposed changes specifically for the verification method and those specifications marked for AT and FAT. ���� c. For each proposed change in the draft NOR, identify any cost impact to the DCB and/or FPA manufacturing yield, test duration, test cost, or any other impacts for the LRIP effort to include rationale to support the claimed impacts. ���� d.The Government�s intent behind the proposed changes is to improve DCB producibility and reduce their respective manufacturing costs for the LRIP effort.� Does the responding organization have any proposed changes that the Government should consider? The Government requests Industry feedback via track changes/comments along with explanations/rationale for any of these changes and/or questions within (20) calendar days after the posting of this Special Notice. �All tracked changes/comments or questions will be reviewed by the Government with the intention of incorporation into revised CDRLs and an associated NOR. 2. Technical Documents The 3GEN FLIR DCB is defined by the following technical documents: ���� a.�MIL-PRF-A3347043 - 3GEN FLIR DCB Performance Specification ���� b. A3347045 - 3GEN FLIR DCB Mechanical Drawing ���� c. A3347044 � 3GEN FLIR DCB Interface Control Document (ICD) 3. Document Access: Access to the restricted documents listed in paragraph 2 is granted through the Corporate Management System (CMS) II under a 3GEN FLIR LRIP Reading Room called �3GEN FLIR LRIP Reading Room�. The documents are Distribution D restricted. The documents are authorized for use by the Department of Defense (DoD) and U.S. DoD contractors only.� These documents also contain technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) and/or the Export Administration Act of 1979 (Title 50, U.S.C., App. 2401 et seq.), as amended.� Violations of these export laws are subject to severe criminal penalties.� These documents will be disseminated in accordance with the provisions of DoD Directive 5230.25. Companies or organizations may request copies of these documents by providing their Point of Contact information listed below and shall clearly state if and how they meet the conditions required to receive the documents referenced above. In addition, companies or organizations requesting the above information shall register for an account with an internet accessible portal CMS II. Registrants will access the CMS II website (https://www.mycmsportal.com) and follow instructions to complete registration. Documents are currently available for viewing in the CMS II under the �3GEN FLIR LRIP Reading Room� folder and registrants must specifically request access to this folder on their registration. �Access to the 3GEN FLIR LRIP Reading Room folder documents will only be granted upon verification that the criteria dictated by Distribution D and export control restrictions are met by registered companies or organizations.
