Description
The Naval Information Warfare Systems Command (NAVWARSYSCOM), in support of the Program Executive Office for Command, Control, Communications, Computers, and Intelligence (PEO C4I), Communications and GPS Navigation Program Office (PMW/A 170), intends to award a sole source modification to contract N00039-14-C-0041 for the Commercial Broadband Satellite Program (CBSP) Unit Level Variant (ULV) AN/USC-69(V) 3, under the authority of U.S.C 2304(c)(1) and FAR 6.302-1, Only One Responsible Source, to L3Harris Technologies, Inc. (L3Harris), DBA Harris Corporation, 2400 Palm Bay Rd NE, Palm Bay, Florida, 32905-3399. Contract N00039-14-C-0041 was awarded on 26 Feb 2014 through a full and open competition to Harris Corporation (now L3Harris) with a period of performance from 26 Feb 2014 � 25 Feb 2022. The contract includes a two (2) year base and six (6) one-year option periods with an overall contract ceiling of $132.6M for procurement of CBSP ULV terminals, spares, and engineering services. The CBSP ULV terminals provide high throughput for commercial SATCOM connectivity capability from the networks aboard the Navy's ships to the Navy's shore infrastructure. The proposed contract action increases the total period of performance from eight (8) to ten (10) years with no increase to the contract ceiling and will allow for the procurement of an estimated twenty (20) CBSP ULV terminals and associated spares. The estimated dollar value of procurements during the extension, within overall contract ceiling, is $32.0M. All terminals and spares will be procured on a firm-fixed-price (FFP) basis. Engineering support services will be procured on a cost-plus-fixed-fee (CPFF) basis. L3Harris is the Original Equipment Manufacturer (OEM) of the current CBSP ULV AN/USC- 69(V)3 variant, and the only responsible source capable of meeting the CBSP ULV requirements and providing fully qualified CBSP ULV terminal systems that have been successfully environmentally and operationally tested and approved for shipboard installation within the timeframe required to meet the Navy's CBSP ULV installation schedule. L3Harris is the only firm that can provide a CBSP ULV terminal that has successfully passed contractor qualification testing and Government environmental and operational testing to be qualified for shipboard use. The Government estimates it would take approximately 35 months to successfully qualify another vendor's CBSP ULV terminal system for shipboard use. A 35 month delay would result in Government not receiving an operationally qualified asset in time to meet FY23 and FY24 procurement and installation requirements. This would directly impact a ship's capability to deliver mission critical data and imagery to warfighters and theater commanders.
