Description
This notice is not a solicitation announcement and does not constitute a request for proposal, request for quote, or invitation for bid. This is a sources sought announcement only. This notice is a market research tool being utilized for preliminary planning purposes to identify potential sources (large and small) for a firm-fixed-price contract to provide one (1) 200-metric ton mobile boat hoist and to seek information on the commercial availability of this weight handling equipment. The information received will be used within Naval Facilities Engineering Command Systems (NAVFACSYSCOM) Atlantic / Navy Crane Center, Portsmouth, VA to facilitate the decision-making process. NAVFACSYSCOM Atlantic / Navy Crane Center is seeking eligible sources (large and small) capable of providing the following: one (1) 200-metric ton mobile boat hoist for lifting and transporting waterborne vessels with slings in a basket configuration. The new crane will be installed at the National Aeronaval Service, Naval Maintenance Center on Amador Causeway in Panama City, Republic of Panama. All interested businesses (large or small) are encouraged to respond to this notice. Upon review of industry response to this sources sought notice, the Government will determine the following: 1) whether a set-aside acquisition in lieu of full and open competition is in the Government�s best interest; and 2) if this requirement is available in the commercial market. The appropriate NAICS Code is 333923 with a size standard of 1,250 employees. Project Description: Provide a new 200-metric ton capacity mobile boat hoist suitable for lifting loads, including waterborne vessels, weighing up to 200 metric tons (440,000 lbs.). The mobile boat hoist shall be a straddle-type crane with an open-end design (one top crossbeam), which will straddle boats and other loads. The crane shall be equipped with a total of 6 hoists operated as 3 fully equalized sets.� Two of the three sets of hoists shall be horizontally moveable for adjusting the spacing between them.� The crane shall be provided with nylon slings for lifting in a basket (�sweeping�) configuration.� The crane shall be capable of all functional operations at the rated capacity of 440,000 lbs, including travel over uneven ground. The crane shall be operated via a cabin and a remote controller. Panama City experiences ambient temperature ranges from 65�F to 100�F and a relative humidity up to 100%, as well as rain. The crane will operate on a set of finger piers 30.0 meters long. Each finger pier has a running width of 1.83 meters for tires and an interior curb 0.33 meters wide. The piers have a clear spacing of 8.10 meters. The distance between the exterior edges of the finger piers is 12.42 meters. The inside clear height of the mobile boat hoist, when loaded, must be at least 11.27 meters. The crane shall be assembled and operationally tested at the manufacturer�s facility and at the delivery site. Delivery shall include operational and maintenance training for the end-users. Contractor-provided test weights and gear will be required for load testing during field acceptance after delivery and installation in Panama City. Note that transportation and installation procedures will be handled by the crane contractor. The crane shall be built to the design drawings of a licensed Professional Engineer (PE). The procurement of the mobile boat hoist is intended to consist of a commercially available product to be used and stored in an outdoor environment. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded from this announcement. There will not be a solicitation, specifications, or drawings available at this time. It is anticipated that a formal solicitation will be announced at a later date. No reimbursement will be made for any costs associated with providing information in response to this announcement.
