- N0016421SNB64 � REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT� ENGINEERING SERVICES AND SUPPLIES TO SUPPORT P-8A EO/IR FST IN SUPPORT OF USN SQUADRONS, FMS CUSTOMERS, AND COOPERATIVE PROGRAM PARTNERS PSC R425 NAICS 334511 Issue Date: 21 MAY 2021 Closing Date: 2 June 2021 2 PM EST MARKET SURVEY - REQUEST FOR INFORMATION SYNOPSIS: The Crane Division, Naval Surface Warfare Center (NSWC Crane) is seeking information for market research purposes regarding supplies and services required for the L-3 Harris Wescam MX-20HD Electro-Optic/Infrared (EO/IR) Sensor System, for ISR missions that are used on the United States Navy (USN) P-8A Poseidon aircraft. NSWC Crane intends to award a Basic Ordering Agreement on a sole-source basis to L-3 Harris Wescam (649 North Service RD, Burlington, ON, Canada L7P 5B9). The basis for restricting competition is because the Government does not possess rights in detailed manufacturing and process data adequate to allow for full and open competition. L-3 Harris Wescam is the original equipment manufacturer (OEM) and the owner of the MX-20HD Sensor Systems technical data package (TDP) and intellectual property (IP). Therefore, L-3 Harris Wescam is the only contractor possessing the capability to provide the required supplies/services to meet mission requirements without significant duplicative costs and time delays to the Government, which would not be recouped through a competitive contract action. The contract will be awarded pursuant to 10 U.S.C.2304(c)(1) and the Federal Acquisition Regulations 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements. The purpose of this RFI is to solicit potential solutions from industry on technical capabilities, production capacity, delivery, and product support available to maximize efficiencies regarding cost, schedule and performance.� Program Background: The USN P-8A Poseidon aircraft is a multi-mission aircraft the supports long-range Anti-Submarine Warfare (ASW), Anti-Surface Warfare, and Intelligence, Surveillance, and Reconnaissance (ISR) missions. The P-8A Poseidon aircraft includes the L-3 Harris Wescam MX-20HD Electro-Optic/Infrared (EO/IR) Sensor System for ISR missions. MX Sensor Systems are Electro-Optic/Infrared (EO/IR) imaging sensor systems with laser illumination and range finding capabilities and were developed by Wescam, Inc., a wholly owned subsidiary of L-3 Harris (hereby referred to as �L-3 Harris Wescam�). L-3 Harris Wescam is the original equipment manufacturer (OEM) and the owner of the MX-20HD Sensor Systems technical data package (TDP) and intellectual property (IP). Requested Information: Interested parties are requested to provide the information that identifies its capability to provide the support described herein. Interested parties must be properly registered in the System for Award Management (SAM) and may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Responses: Responses should include availability, budgetary cost estimate, and lead time of the solution.
