- Description
- Army Contracting Command-Detroit (ATTN: R&D Services Branch Lab & Tech Support CCTA-HDT-D) has a requirement to provide continued operations and maintenance support services to Ground Vehicle System Center (GVSC) department to ensure the operational availability of world-class laboratory and testing facilities utilized for the research, development, engineering, integration, and testing of US military ground platforms.� The US Army GVSC desires to procure operations and maintenance services for its Ground Vehicle Power and Mobility (GVPM) department that executes research, development, and testing operations in laboratory space in Building 212A and Building 212B on Detroit Arsenal (6501 E. Eleven Mile Rd, Warren, MI 48397).� These laboratory buildings (212A and 212B) contain approximately 95,000 square feet of space consisting of over one hundred pieces of laboratory equipment and systems within the facilities.� Building 212A contains 6 engine dynamometer test cells, 3 vehicle dynamometer test cells, electric motor dynamometer test cell, environmental test chambers, power cyclers, battery and battery management test lab, and test systems that support the operation of these laboratories.� Building 212B contains 7 different labs to include a complex vehicle environmental chamber coupled to 12 dynamometers, an electric motor dynamometer test cell, fuel cell lab, battery lab, power systems lab, calorimeter lab, air filtration lab, and test systems that support the operation of these laboratories. The customer requires total operations and maintenance activities to provide all maintenance, calibration and repair work required to support the Operations and Maintenance (O&M) requirements for laboratory equipment, lab machinery, and test facilities in Building 212A and Building 212B. This effort may include minor facility reconfiguration and repair (architectural, structural, electrical, mechanical, and fire protection system) in support of vehicle testing activities and in accordance with all applicable buildings, safety and environmental regulations. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The projected period of performance is 48 months, which includes a base year and three option years.� This notice of proposed contractual action is posted in accordance with FAR 5.207 and responses to this notice must be received no later than 13:00 P.M, eastern local time, Detroit, MI, 5 June 2021.� This notice of intent is not a request for competitive proposals or a solicitation of offers.
