- The Army Rapid Capabilities and Critical Technologies Office (RCCTO) intends to award an individual sole source contract under the authority of 41 U.S.C. 2304(c)(2) as implemented by Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) soliciting from a single source.��The Army Rapid Capabilities and Critical Technologies Office (RCCTO) � Redstone Arsenal, AL has a requirement to update flight testing software to incorporate weather data.� This is an effort focused on risk reduction for flight tests in broad ocean areas, where a weather radar instrument is unavailable. Data from the National Oceanic and Atmospheric Administration (NOAA) GOES-West satellite will be used to identify and quantify the impacts of precipitation in the terminal region. The data will be used to update flight testing software and user interfaces. The Government intends to award a sole source contract to Lockheed Martin Corp., CAGE:� 5D177, 4800 Bradford Dr. NW, Huntsville, AL 35805�in accordance with FAR 13.106-1(b)(1)(i) soliciting from a single source.�� This effort will support ongoing flight testing.� Lockheed Martin�is the sole installer and programmer of the flight testing software. Lockheed Martin alone has the experience, special skills,�knowledge of the installed�software/algorithms, and technical expertise required to furnish services to properly install the additional equipment so that it is compatible with the existing equipment.� Accordingly, Lockheed Martin is the only known qualified, responsible source that can furnish the supplies and services within the required timeframe.� This notice is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation. The Government will consider any capability statements, proposals, or quotations received within�15 days after date of publication of this notice. No telephone responses will be accepted. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any information submitted by respondents to this technical description is strictly voluntary. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. The Government will not pay for any information received.
