Description

This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Leica Microsystems, Inc. Buffalo Grove, IL for rental fees associated with the continued use of Leica�s Stellaris DIVE Microscope System. POP 06/01/2021-08/31/2021 with 2 option months 09/2021 and 10/2021. The Laboratory of Immune System Biology (LISB) is applying optical imaging techniques�quantitative multiplex immunohistochemistry, chemical clearing, and 2-photon microscopy�to explore the spatial relationships and dynamic behavior of cells in human tissues. To achieve these goals, the Government requires the continued us of Leica Microsystems equipment Stellaris) which can obtain high-dimensional, high resolution imaging data sets and is currently in use by LISB. The Leica Stellaris DIVE platforms is ideally suited for meeting these objectives due to its sophisticated optics and advanced computational clearing technologies. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-RML-2073613) to Bevin Feutrier at bevin.feutrier@nih.gov, by 11:00 am eastern standard time June 01, 2021.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
