Description

This is a public synopsis of a forthcoming solicitation in accordance with FAR 36.213-2. This is NOT a solicitation, and no solicitation documents are currently publicly available. Pre-Solicitation Notice for Solicitation 36C24221B0044; Project # 630A4-10-441 - Replace High Voltage Switchgear as required in statement of work, drawings and specifications, located at the VA New York Harbor Healthcare System St. Albans Campus, 179-00 Linden Blvd., Jamaica, New York, NY 11425. Competition for this procurement is restricted to verified VetBiz SERVICE- DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) contractors. The SDVOSB must be a small business under the relevant NAICS code and must be registered and verified in https://www.vetbiz.va.gov. The project includes but is not limited to; Contractor shall provide all labor, material, equipment and supervision to perform the required electrical construction work on this project including the removal of the existing switchgear and underground duct banks and installation of new switchgear, underground duct banks, conductors, conduit, light fixtures, lighting controls, power devices, fire alarm system, security system. Work includes testing of all components and extensive interaction and coordination with Consolidated Edison as well as compliance with Consolidated Edison guidelines, VA guidelines, VA COR direction and contract documents. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures and the installation of a brick building to house the new high voltage switchgear. Building shall include, but is not limited to, concrete foundations, steel structure, doors complete with hardware, walls, louvers, rain gutters, roof hatch, ladder, fire extinguishers, lights, switches, receptacles and all else shown on drawings. Work on this project includes the installation of new unit heater, split system air conditioning system, exhaust fan, louvers and associated controls. Duration of Project: All work to be completed within 240 calendar days from contractor s receipt of Notice to Proceed. IAW VAAR 836.204 Estimated construction cost range is $2,000,000-$5,000,000. The NAICS code for this procurement is 238210, Electrical Contractors and Other Wiring Installation Contractors, size standard: $16.5 million. IAW VAAR 852.219-10 the VIP listed SDVOSB Contractor is required to perform a minimum of 25% of the construction work. Bid bonds will be required to respond to the IFB once released. Prospective contractors must be registered and certified online with http://www.vip.vetbiz.gov; and must be registered at https://www.sam.gov in accordance with 38 CFR Part 74 and VAAR 819.70 to be eligible for award. There will be a site visit held for this project and all prospective bidders are strongly encouraged to attend. Details of the site visit will be included in the solicitation document. It is anticipated that the solicitation will be issued on/about June 30, 2021.
