Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract.  Requests for a solicitation will not receive a response.  Responses to this sources sought must be in writing.  The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses interested and capable of providing the services described below.  Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition.  Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. The Phoenix VA Health Care System (PVAHCS), located at 650 E. Indian School Rd., Phoenix, Arizona 85012 is seeking an authorized dealer or contractor qualified to provide software installation, licensing, and medical workstations, as part of a system upgrade to their Dental Picture Archiving and Communication System for Dentists (PACS) for the Planmeca x-ray system previously purchased. The contractor shall provide: Software with the following specifications: Product shall be a turnkey solution that will allow the migration of data from the current Medicor MiPacs to the new PACS. Allow providers to access current and prior images through medical workstations. Compatible with current Planmeca ProMax 3D Panoramic x-ray and ProX80 Intraoral x-ray. Capable to pull worklists from VistA HIS/RIS. Compatible with VistA CPRS via HL7. Capable to send images to VistA Imaging via DICOM. Approved to be installed on a virtual server built by the VA. Operating System shall be Windows Server 2016 or higher. Capable of using Active Directory to authenticate accounts. The PC shall have the following specifications: OS: Windows 10 Processor: Intel i5 or better RAM: 16GB Storage: 250 GB, solid state drive Graphics Card: 2GB NVIDIA or AMD (4) USB ports (2) DVI or DP ports ethernet port Power rating: 120V, 0.6-0.4A The prospective contractor shall: Provide a turnkey solution that includes delivery of hardware and configuration of software. Deliver (1) DICOM server license. Configure the server. Migrate data from the current Medicor MiPacs to the new server. Deliver (15) Romexis 3D reading licenses. Deliver (30) Romexis 2D reading licenses. Deliver (46) medical workstations. Install the medical workstations at the Phoenix VAMC, Northwest Clinic, and Southeast Clinic. Install the x-ray modalities at the Phoenix VAMC, Northwest Clinic, and Southeast Clinic. Deliver all parts needed to connect the x-ray modalities, workstations and server. Provide applications training for end users. Provide maintenance training for Biomedical Engineering staff. Perform a full maintenance and calibration to ensure the x-ray modalities and PACS system are fully functional. Vendor shall be an OEM, authorized dealer, authorized distributor or authorized (or certified) reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM, if applicable.  All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract.  Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.  Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 541519 Other Computer Related Services ($30.0M Average Annual Receipts). Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service- Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. All interested Offerors should submit information by e-mail to william.cook2@va.gov. All information submissions shall be received no later than 12:00 PM Pacific Daylight Savings Time on Wednesday, June 23, 2021. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a subsequent solicitation may be published.
