Description
Notice of Intent This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to negotiate a purchase order with LI-COR, Inc., Lincoln, Nebraska, for an automated Soil CO2 Flux system with multiple chambers as described in the attached Salient Characteristics. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. LI-COR is, to the USGS' knowledge, the only source who has the equipment is needed to use in conjunction with the USGS soil CO2 flux system. Included unique qualities such as patented pressure vent that allow chamber pressure to track the ambient pressure under calm and windy conditions and minimizes pressure pulses at chamber closing, CO2 flux rate calculated at the CO2 concentration of the surrounding ambient air, a chamber design which provides mixing without using fans, thus eliminating potential for chamber-pressure perturbation and long-term chambers that use a lift-and-rotate drive mechanism which opens the chamber up slightly and then around horizontally to any of six open positions, and a dual infrared gas analyzers simultaneously quantify both H2O vapor and CO2 to correct CO2 measurements for water vapor dilution and spectral interference by H2O. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 334516 Analytical Laboratory Instrument Manufacturing and associated size standard 1,000 employees.
