- NOTICE OF INTENT TO SOLE SOURCE 2D mini-MOT for T-shaped Cs Cell Announcement Type: Special Notice Announcement Number: NIST-NOI-21-77-02073 PSC Code: 6640 � Laboratory Equipment and Supplies Subject: 2D miniaturized Magneto-Optical-Trap (MOT) for T-shaped Cs Cell � Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Coldquanta, Inc. located at 3030 Sterling Circle Boulder, COL 80301-2338. The purchase order will be for one 2D miniaturized MOT for an existing T-shaped Cs Cell. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing with a size standard of 1,000 employees. � Background Quantum memories are an essential part of any quantum network node or quantum repeater system. For example, entanglement distribution over network typically refers to sharing entanglement between physically separated quantum memories. Magneto-Optical-Traps (MOTs) are a promising way to implement atomic ensemble quantum memories. The National Institute of Standards and Technology (NIST) Applied and Computational Mathematics Division (ACMD) owns a specialized T-shape Cs cell from ColdQuanta that can generate an elongated (�pencil�) cloud for a longer optical depth. The owned T-shape Cs cell is proprietary to ColdQuanta and, to ensure system integrity, continuity of warranties, and continuity of on-going scientific research, only other ColdQuanta instruments are compatible with the cell. Description The purpose of this requirement is to obtain a ColdQuanta mini-MOT with magnetic coils and optics package to trap atoms from a supplied T-shaped cell in 2-dimenisons. Please see the attached Statement of Need for details. Sole Source Determination The sole source determination is based on the following: � The NIST ACMD owns and operates a specialized T-shape Cs cell to generate an elongated (�pencil�) cloud for quantum network research. The ACMD is also using this instrument in its research efforts related to the National Quantum Initiative. To advance quantum network research, and to perform research regarding quantum memories for the NQI, NIST requires a two-dimensional miniaturized Magneto-Optical-Trap (MOT) which is compatible with the existing T-shape Cs cell. The existing T-Shape Cs cell owned by NIST is proprietary to its original equipment manufacturer, ColdQuanta, Inc. To ensure direct and correct functionality with the existing cell, continuity of existing cell warranty, and to ensure continuity of on-going scientific research, only other ColdQuanta instruments are compatible with the existing cell. Therefore, NIST requires a ColdQuanta 2D mini-MOT instrument. No other contractor is known to be capable of providing the instrument NIST requires and ColdQuanta, Inc. does not authorize any resellers.� Accordingly, a sole source acquisition is the only appropriate sourcing method. � Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice.
