This is not a request for proposal, but a survey to locate potential sources.� This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Objective: To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation. B. The Government requires one (1) Gas Chromatograph (GC) Instrument for gas detection, identification, and quantification that shall meet the following characteristics (see also Salient Characteristics.doc): GC shall be able to separate, detect and distinguish between multiple gases with proper resolution and sensitivity from a gaseous mixture: Permanent gases: hydrogen, oxygen, carbon monoxide, carbon dioxide, and methane down to 100-300 parts per million (ppm) Distinguish between carbon monoxide and carbon dioxide (down to 1 ppm) Small hydrocarbons and alcohols (C1 through C5) down to low ppm levels To properly separate, detect, and distinguish between gases, the GC shall contain: Thermal conductivity detector (TCD) for universal analysis of permanent and inorganic gases (for example hydrogen, oxygen, nitrogen, carbon dioxide, and carbon monoxide) Flame ionization detector (FID) for high resolution and sensitivity for the analysis of hydrocarbons (for example methane, ethane, methanol, and ethanol) Methanizer for distinguishing between carbon monoxide and carbon dioxide Multiple gas sampling valves (2) with several ports (10) to accommodate multiple carrier gas types, multiple detectors, differing detector sensitivities, and different sample sizes Multiple packed columns (3) for properly separating multiple gases with different polarity, affinity, etc. On-column direct injection port for small volumes not suitable for loops GC shall contain components for temperature and pressure control: Heated valve oven Ambient to 400 degree Celsius temperature programmable column oven Internal air compressor to draw gaseous samples through traps and load the loop of gas sampling valves Electronic pressure control system for gases Pressure programmable carrier gas Customizable and flexible in terms of its configuration: Ability to configure GC for in-line gas sampling from external reactor cell Stream selector valve for in-line gas sampling Small form factor Software for operation of the (1) GC instrument and chemical analysis. The Contractor shall deliver the product to the following location no later than (NLT) 30 days after contract award.
