Description
The National Institutes of Health (NIH), National Cancer Institute (NCI) Pediatric Oncology Branch (POB) intends to procure, on a sole source basis, preventive maintenance, emergency service, support, and coverage for one (1) Government-Owned Sony MA900 Cell Sorter from Sony Biotechnology Inc, 1730 North 1st Street, San Jose, CA 95112, United States. This acquisition will be processed under FAR Part 12 � Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(1); and is exempt from the requirements of FAR Part 6. The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1). The North American Industry Classification System (NAICS) code is 811219 and the business size standard is $22 million. A Sony MA900 Cell Sorter is utilized by the research staff of the National Cancer Institute (NCI) Pediatric Oncology Branch (POB).� The Sony MA900 Cell Sorter allows staff to isolate specific cell populations to better understand their role in fighting specific types of cancers.� All maintenance services shall be performed on-site in accordance with the manufacturer�s standard commercial maintenance practices. The Contractor shall provide all labor, material, and equipment necessary to maintain and provide preventive maintenance for a Sony MA900 Cell Sorter. The cell sorter is utilized by the research staff of the Pediatric Oncology Branch, National Cancer Institute at NIH.� The Sony MA900 Cell Sorter allows staff to isolate specific cell populations to better understand their role in fighting specific types of cancers.� All maintenance services shall be performed on-site in accordance with the manufacturer�s standard commercial maintenance practices.� � The Sony MA900 is a highly specialized instrument utilized for cell sorting.� It uses up to 12 fluorescence parameters and 4-way sorting using four lasers. The system includes a patented micro fluidic chip-based design, comprehensive fluidics control and advanced automation resulting in improved reliability. The adjoining software includes wizard-driven procedures for start-up, calibration, quality control, shut-down, sorting chip exchange, sample line exchange, maintenance, and cleaning procedures.� Because of the high degree of sensitivity and specificity of the Sony components integrated into the system, as well as the software interfaced with this system, only highly trained Sony Biotechnology technicians can perform maintenance and repair on this instrument, as well as obtaining the necessary parts for replacement if/when needed. Because of the highly specialized and complex features of this system, no other known company or 3rd party provider have trained personnel to work with such a complex system.� No other known company has access to the required replacement parts or trained personnel to maintain the software that works in conjunction with the Sony MA900 Cell Sorter system. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a capability statement for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement.� Responses must be received in the contracting office by 12:00 PM ET, on July 22, 2021.� All responses and questions must be via email to Miguel Diaz, Contracting Officer at miguel.diaz@nih.gov.� A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� In order to receive an award, contractors must be registered and have valid certification through SAM.GOV and have Representations and Certifications filled out.
