Description
This requirement is for a single Firm-Fixed-Price (FFP) Contract for construction services associated with the removal and replacement of two existing roofs (approximately 40,000 square feet for Building 5 Bay 3 and 16,900 square feet for Building 334) with a 60 mil reinforced, EPDM roof system at the Tobyhanna Army Depot., Tobyhanna, PA 18466.� The construction services necessary to complete this project includes providing all licenses, permits, labor, materials, equipment, supervision and management to complete the project and return all disturbed areas to pre-existing conditions. Building 5 Bay 3: The existing roof is comprised of poured gypsum concrete, insulation, and an EPDM membrane. The existing roof base on building 5 Bay 3 is lightweight poured gypsum concrete. If gypsum is found to be damaged and needing repair, the gypsum will be cut until sound, steel decking shall be cut and fitted to rest on supporting rails. The steel decking shall then be attached to the supports to resist movement. The contractor shall remove the existing EPDM membrane. All existing ISO board shall be inspected. If wet, it shall be removed and replaced with new insulation of same thickness before installing the additional insulation and new roof system. Any damaged or wet insulation shall also be removed from the Depot by the contractor. All roofing debris must go to a certified landfill. The new roof will connect into the existing metal canopy. All tie-ins to this metal canopy will be made water tight by the contractor in accordance with the manufacturer�s warranty and or specification requirements. Building 334: The existing roof on Building 334 is comprised of steel decking, ISO board, EPDM membrane, and stone ballast. The contractor shall remove all ballast gravel from the 334 roof. This work shall include transporting the disposed ballast gravel to the Tobyhanna Army DPW (Department of Public Works) storage yard approximately 1,700 feet away. The contractor shall remove the existing EPDM membrane. All existing ISO board shall be inspected. If wet, it shall be removed and replaced with new insulation of same thickness before installing the additional insulation and new roof system. Any damaged or wet insulation shall also be removed from the Depot by the contractor. All roofing debris must go to a certified landfill. If additional steel supports are required, be advised existing roof steel contains lead based primer and will require abatement of paint prior to any welding or drilling of existing members. Building 5 Bay 3 and building 334 may be operational/occupied during all times and during the working hours of the roof project. Care must be taken to ensure employees have safe access while entering and exiting the building. Building 334 operation hours are Tuesday through Friday 10am to 5pm and Saturday 9am to 4pm. The estimated Period of Performance for this requirement shall be 90 calendar days (see Draft Scope of Work (SOW)) The following documents are attached to this pre-solicitation notice and provide further detail: Draft SOW. The contractor must furnish required bonds and insurance for this project at the applicable dollar value. This acquisition shall be conducted in accordance with FAR Part 15, Contracting by Negotiation, and FAR Part 36, Construction and A&E Contracts. The Request for Proposal (RFP), W25G1V-21-R-0040, is estimated to be issued on or about 26 July 2021. This requirement will be set-aside for Small Business. The applicable NAICS code is 238160 (Roofing Contractor). The size standard is16.5M. The estimated magnitude for this action is between $500,000 and $1,000,000. Actual issue and proposal due dates will be established in the RFP. The RFP will be available on SAM.gov. Vendors requesting an electronic copy may download the RFP on or after the issue date at https://sam.gov/. To search for the RFP in SAM.gov: at ""Search Contract Opportunities"", type W25G1V-21-R-0040 and click �Search'. The RFP will be issued electronically, via FBO.gov, only. No paper or disc copies will be issued. It is the responsibility of interested sources to periodically access the internet site through closing to obtain any amendments which may be issued. All amendments must be acknowledged in the proposal. A Site Visit will be schedule approximately 1 week after RFP release. Any resultant contract will be FFP. All prospective offerors must be registered in the System for Award Management (SAM) prior to award of contract with any DoD agency and found to be responsible in accordance with FAR Subpart 9.1.
