Description
This is a notice of intent to award a sole source purchase order and is not a request for competitive proposals. The Department of Commerce/NOAA/NOAA Fisheries, Southeast Fisheries Science Center (SEFSC), has a requirement for two (2) customized underwater armored cables with custom underwater connectors on each end and the Northeast Fisheries Science Center NEFSC requires purchase and installation of one (1) pair of custom underwater connectors to an existing underwater cable for towing a passive acoustic hydrophone arrays from large research vessel. NOAA Fisheries intends to issue a sole source, firm-fixed price award to Teledyne Impulse for period of performance of date of award through December 31, 2021. The award will be made using other than full and open competition procedures. Only one responsible source and no other supplies or services will satisfy agency requirements, and Simplified Acquisition Procedures in accordance with FAR 13.106-1(b)(2).� The existing SEFSC tow cable was damaged during the current summer 2021 cruise and must be replaced it time for the January 2022 cruise. Manufacturing custom armored underwater cable with 26 twisted pair wires and Kevlar strength members plus manufacturing custom matching underwater connectors including installation with Kevlar strength terminations on each end requires significant lead-time, and must be purchased immediately for the cable to be completed and delivered in time for this survey. The breakage of the existing tow cable was unexpected and its immediate replacement is necessary: passive acoustic detection is a critical component of marine mammal abundance surveys required for stock assessments under the MMP A and ESA and is particularly critical for detecting deep diving cryptic species that are difficult to assess with other methods.� These cables must be terminated into specific connectors with matching wiring, pins, and keying to ensure all components of the towed array are compatible, as well as interchangeable among labs. The existing hydrophone arrays and deck cables which mate to the tow cable have MHDM-26-CCR connectors which require a MHDM-26-CCP mate. Only Teledyne Impulse manufactures MHDM-26-CCP underwater connectors with the matching pins and keying required for compatibility with existing gear. The associated North America Industry Classification System (NAICS) Code is 332618 and the business size standard is 500 employees. This is a simplified acquisition with an estimated value of less than $150,000 total. This notice is not a request for competitive quotes or proposals and no solicitation will be issued. However, firms that believe they can provide the items as described that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this notice. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
