Description
The National Institutes of Health NEI intends to negotiate on a sole source basis for Testing Services. The National Institutes of Health (NIH) intends to negotiate a contract on a sole source basis with University of Maryland Baltimore, MD. The purpose of the contract is for the contractor to provide mass spectrometry services. Proteomics, lipidomics and metabolomics are necessary to describe the global composition of proteins/lipids in the actual built system in the cell or tissue. High-definition mass spectrometers with robust data-independent analysis (DIA) workflows such as the Waters Synapt G2S and the Thermo Orbitrap Fusion Tribrid mass spectrometers are ideal for label-free proteomic profiling to identify protein composition/ratios, e.g., in subcellular compartments/ fractions This allows one to approach the stoichiometry of proteins/enzymes in cells or organelles. Similar approaches can be used for lipids in cell/organelles, and for metabolomics. Furthermore, because of their high resolution these systems can approach full coverage of a given protein to accurately detect its different post-translational modifications (PTMs). We wish to perform in-depth analyses in the global proteomics, PTMs, lipidomics, metabolomics and small molecule analyses that are not available to us with our current LRCMB mass spectrometers. Since such state-of-the-art systems are expensive to acquire, we are obliged to contract out to fill our requirements. Rather than a commercial fee-forservice model, we have decided, for reasons given below, to use a collaborative academic center model. The University of Maryland (UMD) School of Pharmacy (SOP) Mass Spectrometry Center (MSC) in Baltimore, is the largest and best equipped academic MSC in the Washington DC/ Baltimore metro area, and one of the largest in the nation. It is also a Waters Corporation Center of Innovation. Most other academic cores, even at NIH, are restricted to proteomics mass spectrometry. UMD SOP MSC have many MS instruments, including the state-of-the-art high definition systems required for our analyses (Waters Synapt G2S, AB Sciex 5500 Qtrap, and Thermo Orbitrap Fusion Tribrid mass spectrometers, etc.) Responses The proposed acquisition action is for items and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b). �If you believe you can provide the items or services, please forward capability statement lisa.ingram@nih.gov by August 6, 2021, and reference solicitation number NIH-OLAO-OD5-NOI6070079 A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation.
