- ***THIS IS NOT A REQUEST FOR PROPOSAL*** The General Services Administration (GSA), Federal Acquisition Service (FAS), Federal Systems Integration and Management Center (FEDSIM) analyzed the benefits of consolidating Environmental Protection Agency (EPA) Managed Application, Infrastructure, Networking, Enterprise, and Security Services (MAINES) requirements for EPA�s enterprise IT infrastructure and application platforms to be reliable, secure, and technologically advanced. This requirement will be consolidated from 2 task orders into one new task order. The estimated cost for the total seven-year consolidated effort is $667,098,995. Per Federal Acquisition Regulation (FAR) 7.107-2(d)(1)(ii), the benefits exceed the requirement of five percent of the estimated contract value for contracts above $94 million. Consolidation of the requirements will result in a substantial benefit of 5.4 percent of the expected total TO value with a 4.0% contract cost savings and a 1.4% government administrative savings. As a result, GSA found the consolidation necessary and justified. The performance period for EPAMAINES will be a 12-month base period with six, 12- month option periods. The Government anticipates awarding a CPAF TO with cost reimbursable CLINs for each 12-month period for Travel and Other Direct Costs (ODCs), Tools, and the Alliant 2 Contract Access Fee (CAF). In addition to the significant quantified cost savings, the benefit of the new TO will increase efficiency, reduce redundancy, provide better communication, and increase accountability.
