- Carbon Black Incident Response and Remediation Tool Software Subscription 1. This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation that will be issued; quotes are being requested and a written solicitation will not be issued. The Government anticipates a Firm-Fixed Price Purchase Order will be issued from this solicitation. 2. This requirement is being solicited as Request for Quotation (RFQ).� The RFQ number is NIH-RFQ-6057199. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06, dated July 12, 2021. 4. This requirement is solicited as a full and open competition.� The associated North American Industrial Classification System (NAICS) code for this procurement is 541519.� Its associated Small Business Size Standard is $30M. 5. List of Item(s):� The vendor shall provide the following subscription licenses in the quantities specified below. 1) CB-WIN-PRM-1Y-R-T3 Carbon Black Annual Renewal subscription license for Cb Response with on premise management console per Windows desktop/laptop/servers with premium maintenance & support.� Includes Cb collective Defense Cloud, Volume Tier 2,500 - 4,999.� 3500 each 2) CB-MAC-PRM-1Y-R-T3 Carbon Black Annual Renewal subscription license for Cb Response with on premise management console per Mac desktop/laptop/servers with premium maintenance & support. Includes Cb Collective Defense Cloud., Volume Tier 2,500 - 4,999. 3) CB-LNX-PRM-1Y-R-T3 Annual Renewal subscription license for Cb Response with on premise management console per Linux desktop/laptop/servers with premium maintenance & support. Includes Cb Collective Defense Cloud Volume Tier 2,500 - 4,999 6. Description 1) Background: The National Institutes of Health, Office of the Director (NIH/OD) uses Carbon Black software, which is an enterprise incident response and remediation tool.� This product has the capability to identify malicious files and domain and notify the security team.� It also has the capability that allows security team to immediately connect to the compromised computer and remediate.� It is used to identify advanced threats and quarantine the threats.� Carbon Black is tool of choice for NIH/OD because it is the only tool that provides all the components needed.� Carbon Black is the only incident response and remediation tool that has the following combinations: OS Query (Live Query) which provides over 20 threat intel Feeds; Data Lake is part of the tool and not a separate subscription; can be used for threat hunting and allows OS level access for remediation; allows blocking of malicious files; allows easy API integration; allows scripting of tasks via APIs; allows easy groupings of departments; �allows easy integration with Splunk software and other automation tools; and provides process tracking trees. 2) General Requirements a) Only Carbon Black software subscription licenses are being solicited and will be considered. b)�The period of performance will be from 9/28/2021 through 09/27/2022. ����������������������������� 7. 52.252-1 Solicitation Provisions Incorporated by Reference (Feb 1998) This RFQ incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Provision 52.212-1 Instructions to Offerors � Commercial Items (Jul 2021) is incorporated by reference. 9. Provision 52.212-2 Evaluation � Commercial Items (October 2014) is incorporated by reference. The provision 52.212-2 incorporated above is completed as follows. �Quotes received in response to this RFQ will be evaluated using the lowest-priced-technically-acceptable (LPTA) methodology. To be determined �Technically Acceptable� the offeror must meet or exceed all requirements stated herein. �Award will be made to the vendor who can provide the specified subscription licenses with the lowest total price quote, and within the required period of performance. 10. Provision 52.212-3, Offeror Representations and Certifications � Commercial Items (Feb 2021) applies to this acquisition. 11. Clause at 52.212-4, Contract Terms and Conditions�Commercial Items (Oct 2018), applies to this acquisition and no addenda to the clause are included. 12. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders�Commercial Items (Jul 2021), applies to this acquisition. 13.
