- The US Naval Research Laboratory (NRL) intends to award firm-fixed-price contract on a sole source basis to Geotek Ltd., 4 Sopwith Way, Daventry Northampton, United Kingdom for a 20FT CSC Plated ISO Containerized Geotechnical Laboratory with Horizontal and Vertical Multi Sensor Core Loggers and associated equipment. This requirement is for the Ocean Sciences Division. The statutory authority permitting other than full and open competition is 41 U.S.C. Section 1901, as implemented by the Federal Acquisition Regulation (FAR) 13.501. Geotek specializes in non-destructive core logging, eliminating the need to destroy or extrude core samples. This preserves the integrity of the core so that further analysis can be performed on the same core, i.e. chemical, mineralogy, biology, etc. Geotek Ltd has been the only company that produces Non-destructive Multi-sensor core loggers for over 20 years. Their systems are used in more than 225 laboratories around the world to provide measurements that are used by scientists and engineers both intrinsically, for their actual values (e.g. gamma density, P-wave velocity), or as proxies for changes in lithology or depositional environment. The MSCL system collects sediment core data by up to 9 sensors simultaneously and co-located so that all properties can be analyzed together. There are no other companies known to provide this type of non-destructive analysis by a suite of sensors in a single integrated product. The high-resolution nature of the MSCL datasets captures changes in bulk properties within the same lithology by ensuring that the fewest samples are selected for future testing and prevent the re-work of spurious test results. The multi-parameter stratigraphy acquired by the system is an essential tool that enables scientists to maximize the usefulness of any core acquired. The Geotek system also enable logging of both whole core and split cores using the same acquisition system. The NRL has established data processing and analysis methods that were developed over the past 20 years on older GEOTEK MSCL systems (at or near end of life) that will transition directly to this mobile laboratory eliminating the need to redesign and modify processing code, saving the government many man hours to develop. The new contract will be solicited under the North American Industry Classification System (NAICS) code 541380 with the size standard of $16.5 million. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by NRL. All responses must be submitted to graham.irby@nrl.navy.mil. A determination by the government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the government.
