Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis to Ozark Underground Laboratory upon the basis of the authority provided at FAR 13.106-1(b). ERDC-CRREL�s Biochemical Sciences Branch at Ft. Wainwright, Alaska seeks to procure water and carbon sample analysis of water samples (50 ml) and activated carbon samplers to determine the presence of one or more of the fluorescent tracer dyes fluorescein, eosine and rhodamine WT.� The following is required: ����� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �� Provide sterile sampling bags, 200 carbon samplers and 200 water vials (50 ml) for sampling Provide three or four dyes (fluorescein, eosine, rhodamine WT, and SRB) totaling 100 lbs Analyze a total of 384 carbon samplers and water samples: Analysis of carbon samplers for the four tracer dyes listed above Analysis of water samples for the four tracer dyes listed above (only analyze the water samples if there is dye present in the carbon pack) Report analysis results Ozark Underground Laboratory (OUL) was identified as the only source offering water testing facilities meeting the governments required specifications. As well as having the proper equipment, they conduct the unique tracer dye analysis and their expertise working in permafrost areas is needed to successfully complete the key items for research and provide the necessary results. These results will determine if there is any dye present at low levels in the water table at the Fort Wainwright Landfill.� Ozark Underground Laboratory is the only contractor that has provided tracer dye analysis of samples collected in permafrost areas. Because of that knowledge, the company will be able to provide information that will be useful when developing the conceptual site model.� OUL�s expertise in working in permafrost area is needed to successfully complete key items of CRREL�s research and provide the necessary requirements to ensure safe sampling preservation prior and during analyses.� The associated North American Industry Classification System (NAICS) code is 541380, which has a size standard of 15 Million. This Notice of Intent is not a request for competitive quotations. �However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CDT, 3 September 2021 to Lisa.A.Bernard@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. �A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
