- This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334220 with a small business size standard of 1,250 employees. The Government requires the purchase of the following: 270-3635-010 HF Ground Power Amplifier (QTY 1) 270-3635-030 Control Cable�8250 to RT2200A (QTY 1) 270-3635-040 Interlock Jumper Assembly (QTY 1) 822-2590-001 SNC 2050 Subnet Relay Controller (QTY 2) The Government intends to negotiate a sole source contract with: Rockwell Collins 400 Collins Rd NE M/S 120-131 Cedar Rapids, IA 52402 The Government has determined that no other source can meet this requirement. It is essential to have an amplifier that is compatible with the existing Collins Aerospace RT2200A receiver/exciter within the HF Radio Testbed. This includes being able to receive, understand and respond to the proprietary commands between the amplifier and the receiver/exciter. The Collins Aerospace wideband HF amplifier PN 270- 3635-010 meets this requirement. The SNC 2050 Subnet Relay Controller is currently fielded and any future developed radio must be compatible with the fielded system. Without this amplifier, testing needed to insure that future HF radios being developed are compatible with legacy radios cannot be conducted; thus, increasing the risk that HF Modernization efforts will not meet all of their objectives. Without a pair of Subnet Relay Controllers, compatibility testing with legacy radios using link 22 and STANAG 4691 cannot be achieved. Some of the features are proprietary to Collins Aerospace; namely the control commands and protocols between the RT2200A and the wideband amplifier and the internal protocols used to perform the sub net relay function. This is a notice of proposed contract action and not a request for competitive quotes; however, all responsible sources may submit a capability statement or quote, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2021.
